July 7, 2008 (Work Session) <br />Page 895 <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner <br />Privette and unanimously carried, the Board voted to place a resolution <br />authorizing the disposition of surplus property - 1988 CAT D7H dozer on <br />the July 21, 2008 Agenda as a Consent item. <br />Landfill - Purchase of Komatsu Track Dozer Via <br />Kyle Bilafer, General Services Director, presented a request for <br />the purchase of one Komatsu Track Dozer, Model D155 AX-65L in the Solid <br />Waste Management Department through a piggyback of the Palm Beach <br />County, West Palm Beach, Florida purchase made on October 29, 2007 <br />pursuant to North Carolina G.S. 143-129. He stated the purchase is <br />budgeted in FY 2009 and will cost $935,153.00. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner <br />Mynatt and unanimously carried, the Board voted to place the purchase <br />of a Komatsu Track dozer via piggyback on the July 21, 2008 Agenda as a <br />Consent item. <br />Surplus of the "Old" Cabarrus County Fairgrounds - Habitat for Humanity <br />Kyle Bilafer, General Services Director, reported Dean Johnson, <br />Executive Director of Habitat for Humanity, has asked the County to <br />surplus the livestock barn and the showroom building for the purpose of <br />allowing Habitat to deconstruct these buildings and recycle the <br />building materials. They would then resell them through their Restore <br />program. Revenues from the program are used to help Habitat for <br />Humanity to expand its capacity and fulfill their mission. Mr. Bilafer <br />stated it would be beneficial to the County. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner <br />Privette and unanimously carried, the Board voted to place the surplus <br />of the "Old" Cabarrus County Fairgrounds - Habitat for Humanity on the <br />July 21, 2008 Agenda as a Consent item. <br />Transportation Department - Rural Operating Assistance Program (ROAP) <br />for FY 08-09 - Public Hearing <br />Randy Bass, Transportation Director, requested a public hearing <br />be scheduled for the Rural Operation Assistance Program (ROAP) for FY <br />08-09. He reported this also included the Elderly and Disabled <br />Transportation Assistance Program (EDTAP) and Work First Program. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner <br />Privette and unanimously carried, the Board voted to place the <br />Transportation Department - Rural Operating Assistance Program (ROAP) <br />for FY 08-09 on the July 21, 2008 Agenda as a New Business item and <br />scheduled a public hearing for 6:30 p.m. <br />Parks Department - Cabarrus County Parks Matching Incentive Grant <br />Requests for Fiscal Year 2008-2009 <br />Londa Strong, Parks Director, asked the Board to open a second <br />cycle for the Cabarrus County Parks Matching Incentive Grant Program <br />for Fiscal Year 2008-2009. She reported 3 grant requests have been <br />approved totaling $55,950.00, leaving a balance of $94,050.00. She <br />also responded to questions from the Board. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carruth and unanimously carried, the Board voted to place Parks <br />Department - Cabarrus County Parks Matching Incentive Grant Requests <br />for Fiscal Year 2008-2009 with a second cycle involving the Incentive <br />Grant Program for the balance on the July 21, 2008 Agenda as a Consent <br />item. <br />Commerce - Adequate Public Facilities Mitigation Agreement - Meadow <br />Creek Apartment Project <br />Susie Morris, Planning and Zoning Manager, presented the <br />following information related to the Meadow Creek Apartment project: <br />this is a continuation of a Reservation -of Capacity Certificate <br />approved by the Board for the Meadow Creek Apartment project; <br />administrative approval was received from the City of Kannapolis; and <br />the developer is ready to proceed with entering into an Adequate Public <br />Facilities Mitigation Agreement. <br />
