The <br />following issues were addressed: clarification of the number of units per <br />building; the location of the construction; the number of buildings being <br />constructed; etc. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board voted to place the Reservation of Capacity <br />Certificate for the Wellspring Village Project on the September 22, 2008 <br />Agenda as a New Business item. <br />the <br />Jonathan Marshall, Commerce Director, presented information related to <br />an amendment to the Cabarrus County Flood Damage Prevention Ordinance that <br />must be adopted by November and requested a public hearing be scheduled for <br />October 20, 2008. He also reported a multijurisdictional public hearing, <br />advertised as a drop-in session, was held last year at the Governmental <br />Center however, no comments were received. He further reported holding the <br />public hearing in October may help raise awareness of the proposed changes in <br />the ordinance, in light of the recent storms. Finally, he addressed the <br />issue of using fill dirt to raise the floodplain elevation as permitted in <br />the current ordinance. He also responded to questions from the Board, with <br />the following topics being addressed: construction within the floodplain; <br />changes in flood elevations; environmental impact; buffer requirements; etc. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the amendment to Section <br />38, Article II of the Cabarrus County Flood Damage Prevention Ordinance on <br />the October 20, 2008 Agenda as a New Business item and scheduled a public <br />hearing for 6:30 p.m. <br />Finance - Financial Plan for the Workers' Compensation Fund for FY 2009 <br />Pam Dubois, Deputy County Manager, presented information related to the <br />financial plan for the Workers' Compensation Fund for FY 2009. She stated <br />this fund is not required to have an approved budget but is required to have <br />a Financial Plan pursuant to N.C.G.S. 159-13.1 and will be incorporated into <br />the annual budget process ih future years.
