September 8, 2008 (Work Session) <br />Page 953 <br />stated this fund is not required to have an approved budget but is required <br />to have a Financial Plan pursuant to G.S. 159-13.1 and will be incorporated <br />into the annual budget process in future years. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board voted to place the Financial Plan for the <br />Workers' Compensation Fund for FY 2009 on the September 22, 2008 Agenda a <br />Consent item. <br />Finance - Budget Amendment (On oino Proieots from FY 2008) <br />Loretta Lee, Budget and Performance Manager, presented a budget <br />amendment for ongoing projects from FY 2008. She reviewed the following <br />items from the memo provided to the Board: General Fund - $1,200,877.00 - <br />Fund Balance; Capital Project Fund - $37,656.00 - Transfer from General Fund <br />- Fund Balance; Landfill Fund - $10,000.00 Grant Revenue; Landfill Fund - <br />$179,96B.00 - Fund Balance; Arena Fund - $109,518.00 - Fund Balance; and the <br />Budget Amendment Total: $1,532,519.00. <br />John Day, County Manager, reported a budget amendment for ongoing items <br />is presented to the Board annually. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the budget amendment for <br />Ongoing Projects from FY 2008 on the September 22, 2006 Agenda as a Consent <br />item. <br />Finance Department - Temporary Construction Easement for Cox Mill Hi h School <br />Pam Dubois, Deputy County Manager, presented information related to a <br />request for a temporary construction easement for Cox Mill High School. She <br />reported on August 11, 2008 the Cabarrus County Board of Education (BOE) <br />approved the purchase of a temporary construction easement from landowners <br />Mr. and Mrs. Daniel Hefner. She provided a memorandum from Sam Masters, <br />Cabarrus County Schools (CCS), that identified the cost of the easement to be <br />$7,500.00 ($5,000.00 - construction easement; $2,500.00 for tree removal and <br />fence modifications). Further, she reported the June 19th letter to the <br />Hefners from the law firm of Womble Carlyle Sandridge and Rice, representing <br />CCS, should not have been included in the agenda packet. - This letter <br />identified the cost of the easement as $2,002.20. She also responded to a <br />variety of questions from the Board, with the following issues addressed: <br />the price discrepancy in letters from the school system; the inclusion of <br />four different tracts of land in the easement; the amount budgeted for the <br />easement; etc. The Board requested the cost of the easement, the budget and <br />number of parcels included in the easement be clarified before the regular <br />meeting. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the temporary construction <br />easement for Cox Mill High School on the September 22, 2008 Agenda as a <br />Consent item. <br />Richard~Koch, County Attorney, directed the Board's attentionto a plat <br />map identified as "Exhibit A" that was also included in the agenda packet. <br />Kyle Bilafer, General Services Director, reviewed the "requested <br />action" as it relates to the provision of maintenance and custodial service <br />providers for the new Law Enforcement Center. Keith and Keith Corrections <br />(KKC) was the only bid received and totals $330,000.00. <br />Mike Downs, Deputy County Manager, reported KKC has excellent <br />references. Additionally, he stated KKC provides services for several county <br />law enforcement locations in North and South Carolina and requested the Board <br />allow staff and the County Manager to continue negotiations on the contract. <br />A question and answer session ensued. The. following issues were <br />addressed: criminal record checks and contingency on a service contract. <br />In response to questions from the Board, Michael Cox, representative of <br />Keith and Keith Corrections, addressed the following issues: the bid is a <br />preliminary estimate and contingencies are included to make sure all bases <br />are covered, but are only spent upon client approval; criminal checks and <br />random drug tests are performed on employees; initial startup funds for <br />
