Mr. Eller <br />responded to questions from the Board. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carruth and <br />unanimously carried, the Board voted to place the budget amendment for <br />appropriation of TANF At-Risk Grant Funds for $87,500.00 on the September 22, <br />2008 Agenda as a Consent item. <br />Chairman White requested a report on how the money is spent be provided <br />to the Board. <br />Transportation Department - Public Hearing for FY OB-09 ROAP Grant <br />Randy Bass, Transportation Director, presented a request to schedule a <br />public hearing for the FY 08-09 Rural Operating Assistance Program (ROAP). <br />He stated a public hearing is required on the proposed ROAP Grant that is <br />being submitted to the N.C. Department of Transportation. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the EY 08-09 ROAP Grant on <br />the September 22, 2006 Agenda as a New Business item and scheduled a public <br />hearing for 6:30 p.m. <br />00 <br />Randy Bass, Transportation Director, and John Eller, Social Services <br />Director, presented a budget amendment for Medicaid transports in the amount <br />of $100,000.00. He addressed the following issues: a Department of Social <br />Services (DSS) Medicaid program requires that transportation be provided to <br />the client, therefore, to meet. this mandatory requirement, cab service will <br />be used to supplement normal trips when Cabarrus County Transportation <br />Service (CCTS) cannot accommodate this type of client due to prior <br />reservations; Medicaid revenue will offset this expense; etc. <br />A discussion ensued and the following issues were addressed: cab <br />service; increasing service; budget restraints curtailed program expansion <br />requests; providing transportation for individuals going to work and related <br />program restrictions, if any; screening the need of riders; the County is <br />required to provide Rural General Program (RCP) transportation without <br />impediments; bus passes; etc. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried,~the Board votedto place the budget amendment (Medicaid <br />Transports - $100,000.00) on the September 22, 2008 Agenda as a Consent item. <br />Carrvin of Concealed Handguns With a Permit in County Parks <br />John Day, County Manager, presented information related to carrying <br />concealed handguns with a permit in County parks and a general discussion <br />ensued. The following issues were addressed: signage; training information <br />related to the legal aspects and liability of carrying a concealed weapon; <br />training and physical handling of weapons; etc. <br />After discussion, the Board agreed to consider the matter after <br />receiving a recommendation from the Parks Commission. <br />Rescheduling of Emergencv Management/Homeland Security "Parking Lot" Meetin <br />Chairman White presented a request to reschedule the Emergency <br />Management/Homeland Security "Parking Lot" meeting. He stated this meeting <br />was originally scheduled for August 27, 2008 and had to be canceled due to <br />the flooding from Hurricane Fay. <br />The Emergency Management/Homeland Security "Parking Lot" meeting was <br />tentatively scheduled for October 8, 2008 at 8:30 a.m. in the Multipurpose <br />Room in the Governmental Center. <br />- Budget Amendment (N.C. <br />John Day, County Manager, presented information related to a budget <br />amendment appropriating $840,750.00 in grant funds from the N.C. Agricultural <br />Development Farmland Preservation for the Sustainable Community Initiative. <br />
