October 20, 2008 (Regular Meeting) Page 992 <br />SCSEP (Senior Community Service Employment Program) is authorized by <br />the Older American's Act (Title V) through the N.C. Division of Aging and <br />Adult Services and Area Agency on Aging and administered by the Department of <br />Labor. The program is available to states to assist eligible individuals age <br />55 and older to gain competitive job skills through temporary subsidized <br />employment and training. A budget amendment is included for $19,793.00 which <br />is the amount of grant funding received above the anticipated and budgeted <br />amount. Total Title V funding for the year is $189,389.00. <br />UPON MOTION of Commissioner Carruth, seconded by <br />unanimously carried, the Board approved the contract <br />and Centreline Council of Governments and authorized <br />execute the contract on behalf of Cabarrus County, <br />revisions by the County Attorney. County Sheriff's Office and <br />In local government, there are rules set forth in the Records Retention <br />and Disposition Schedule for the retention and destruction of the "public <br />records/documents" which is governed by the North Carolina Department of <br />Cultural Resources, Division of Historical Resources, Archives and Records <br />Section, Government Records Branch. Several county departments want to <br />destroy paper records, in accordance with the State's schedules, that have <br />already been scanned and stored electronically. In order to destroy these <br />paper records, the State must review and approve the County's electronic <br />Records System Policy and be adopted by the governing body. The Cabarrus <br />County Electronic Records System Policy for the County Management Schedule <br />was approved by the North Carolina Department of Cultural Resources on <br />September 26, 2008 for departments that follow the County Management <br />Schedule. Other departments such as Tax, Veterans Services, Sheriff's <br />Office, Board of Elections and Social Services have their own Records <br />Retention and Disposition Schedules and must submit their own Electronic <br />Records System Policy to the State for approval and subsequent adoption by <br />the Board. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Juba and <br />unanimously carried, the Board approved the Cabarrus County Electronic <br />Records System Policy for County Management, County Veterans Services, County <br />sheriff's Office and Tax Administration and authorized the Chairman to <br />execute the Policies on behalf of the Board of Commissioners. <br />CABARRUS COUNTY ELECTRONIC RECORDS SYSTEM POLICY <br />Purpose: Records are considered the property of Cabarrus County <br />Government and maintained for the administration of operations and <br />services. This policy reflects the guidelines set forth in the North <br />Carolina Department of Cultural Resources publication, North Carolina <br />guidelines for Managing Public records Produced by Information <br />Technology Systems. Established guidelines increases the reliability <br />and accuracy of records stored in information technology systems, <br />ensures they remain accessible, and enhances their admissibility and <br />acceptance by the judicial system as being trustworthy.
