Boger Elementary School. <br />Cabarrus County Schools operating at 110 capacity are considered <br />to be operating at maximum capacity. <br />The Subdivision Lot Inventory spreadsheet has been updated <br />through November 2008. <br />Ms. Watts reported that questions posed previously by Chairman White <br />were addressed regarding school capacity upon completion of the complex and <br />that there would still be overcrowding issues. <br />Chairman White explained to the Board that he had asked how new school <br />constructions would affect school capacities of Boger Elementary, Northwest <br />Cabarrus Middle, and Northwest Cabarrus High Schools. <br />Ms. Watts responded to more questions from the Board regarding school <br />adequacy and the estimated number of students the project will produce. <br />Commissioner Carruth MOVED to approve the Consent Agreement between <br />Cabarrus County and McClain Barr and Associates for the Grand Apartment <br />complex, including the payment of $1,331.00 per unit to advance school <br />adequacy with the payment due at site plan approval and to authorized the <br />County Manager to execute the Agreement on behalf of Cabarrus County, subject <br />to review or revisions by the County Attorney. <br />Commissioner Privette voiced his intent to vote against the motion, <br />noting school overcrowding. <br />The MOTION carried with Chairman White, Vice Chairman Juba and <br />Commissioners Carruth and Mynatt voting for and Commissioner Privette voting <br />against. <br />(G-6) Sheriff's Office and Detention Center - Erosion Control Options <br />Utilizing visual aids, Mike Downs, Deputy County Manager, presented the <br />following options to address erosion control issues at the Sheriff's Office <br />and Detention Center: <br />1) Engineered Block Wall - Cost: $60,000 (this includes tree <br />removal, and parking spaces although the wall will not match the <br />existing wall on Corban). Units shall be eight inches by <br />eighteen inches by twelve inches (8"x18"x12") grey block and <br />caps. <br />2) Phase I (Entire Island Area) area and Phase ZI (faces back of SD <br />Admin) and Phase III (facing future jail housing) with retaining <br />wall that has the raised "pillars" in them. This will involve <br />tree removal (estimated at $10,000). This will also include <br />cutting out earth and curbing on the island and adding 9-5 <br />parking spaces ($10,000): 5235,000. <br />3) Phase I (Entire Island Area) but on Phase I and Phase II we <br />simply cut the earth to 3:1 slope and DO NOT put in a retaining <br />wall there: $170,000 (this would include island, tree removal, <br />and extra parking spaces) <br />4) Combination of #1 and #3 (includes tree removal, extra parking <br />spaces (5-6), decorative retaining wall with "pillars" around <br />Phase I (island) and then Phase II and Phase III is all <br />engineered block wall: $150,000. <br />Note: Option No. 4 was recommended by the General Services <br />Director. <br />During the presentation Mr. Downs responded to questions from the <br />Board. The following issues were addressed: proposed materials; cost; <br />phases; tree removal; landscaping; and maintenance and durability of the <br />different options. <br />UPON MOTION of Commissioner Mynatt, seconded by Vice Chairman Juba with <br />Chairman White, Vice Chairman Juba and Commissioners Carruth and Mynatt <br />voting for and Commissioner Privette voting against, the Board approved <br />Option 4 - $150,000 as presented. <br />(G-7) Resolution Amending the Cabarrus County Board of Commissioners' 2008 <br />Meeting Schedule <br />
