December 15, 2008 (Regular Meeting) Page 1082 Entering into a 20-year contract with the Town on Mt. Pleasant last year has allowed the Department of Aging to expand the services provided to the Mt. Pleasant community from a LunchPlus Club program to a full-time Senior Center. Programming, as well as participation, has increased significantly, and the demand for services is growing steadily. The Department of Aging is currently covering these additional programs by pulling staff from their regularly assigned duties to assist in Mt. Pleasant as needed. This position will be equal to the programming position at the Concord Senior Center and will assume responsibilities of programming all of the classes, programs and/or events at the Mt. Pleasant Senior Center, as well as assisting with the various satellite programs that take place throughout Cabarrus County (LunchPlus Club, Arena & Event Center, schools, churches, etc.). This request is to allow the Department of Aging to utilize existing Home and Community Care Block Grant (HCCBG) - Senior Center Operations funds to expand the current part-time position to the new classification of Senior Center Program Coordinator. These HCCBG resources are recurring federal funds provided each year through the Older Americans Act. They are matched by state funds and a 10 percent local match that is already budgeted for FY' 2009. This reclassification will require no additional funding from Cabarrus County; it is an internal transfer within the existing departmental budget. By providing a full time staff member and increasing programs/classes at the Mt. Pleasant Senior Center, the Department of Aging will also be eligible to apply for certification as a Center of Excellence and will receive an annual increase in State Senior Center General Purpose funding of approximately $8,000.00. If the Department of Aging is unable to expand this part-time position to a full-time position, the level of services currently offered will have to be reduced significantly and all evening and weekend programs/events for the community will be eliminated. UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and unanimously carried, the Board approved reclassification of position 5750902 from a part-time Nutrition Site Supervisor, Grade 57, to a full-time Senior Center Program Coordinator, Grade 66, and adopted the following budget amendment: BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF AGING AMOUNT: $18,292.00 TYPE OF ADJUSTMENT: Internal Transfer within Department PURPOSE OF REQUEST: Reclassification of an existing Nutrition Site Supervisor position (.75 FTE) to a full-time Senior Center Program Coordinator position. This position will assume the responsibilities of overseeing the day-today operations of the Mt. Pleasant Senior Center, the Cabarrus Senior Games program and will coordinate other programs/events at satellite locations throughout Cabarrus County.
