Pleasant last <br />year has allowed the Department of Aging to expand the services provided to <br />the Mt. Pleasant community from a LunchPlus Club program to a full-time <br />Senior Center. Programming, as well as participation, has increased <br />significantly, and the demand for services is growing steadily. The <br />Department of Aging is currently covering these additional programs by <br />pulling staff from their regularly assigned duties to assist in Mt. Pleasant <br />as needed. This position will be equal to the programming position at the <br />Concord Senior Center and will assume responsibilities of programming all of <br />the classes, programs and/or events at the Mt. Pleasant Senior Center, as <br />well as assisting with the various satellite programs that take place <br />throughout Cabarrus County (LunchPlus Club, Arena & Event Center, schools, <br />churches, etc.). This request is to allow the Department of Aging to utilize <br />existing Home and Community Care Block Grant (HCCBG) - Senior Center <br />Operations funds to expand the current part-time position to the new <br />classification of Senior Center Program Coordinator. These HCCBG resources <br />are recurring federal funds provided each year through the Older Americans <br />Act. They are matched by state funds and a 10 percent local match that is <br />already budgeted for FY' 2009. This reclassification will require no <br />additional funding from Cabarrus County; it is an internal transfer within <br />the existing departmental budget. By providing a full time staff member and <br />increasing programs/classes at the Mt. Pleasant Senior Center, the Department <br />of Aging will also be eligible to apply for certification as a Center of <br />Excellence and will receive an annual increase in State Senior Center General <br />Purpose funding of approximately $8,000.00. If the Department of Aging is <br />unable to expand this part-time position to a full-time position, the level <br />of services currently offered will have to be reduced significantly and all <br />evening and weekend programs/events for the community will be eliminated. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved reclassification of position <br />5750902 from a part-time Nutrition Site Supervisor, Grade 57, to a full-time <br />Senior Center Program Coordinator, Grade 66, and adopted the following budget <br />amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF AGING <br />AMOUNT: $18,292.00 <br />TYPE OF ADJUSTMENT: Internal Transfer within Department <br />PURPOSE OF REQUEST: Reclassification of an existing Nutrition Site <br />Supervisor position (.75 FTE) to a full-time Senior Center Program <br />Coordinator position.
