Watts, Planner, presented the Consent Agreement for the <br />Hawthorne Subdivision project that was approved by the Town of Harrisburg <br />Planning and Zoning Board on November 21, 2006. The project, developed by <br />Meridian Development Group (MDG), consists of 109 single-family-residential <br />units on +/-82.03 acres and is located on Peach Orchard Road. She stated <br />Robert Stark, a representative of MDG, is available to answer questions and <br />the build-out schedule was revised to reflect the new Hickory Ridge High <br />School. She reported the Agreement includes a payment of $9,039.00 per lot <br />to advance school adequacy that is due at final platting and the proposed <br />build-out schedule is as follows: no more than 24 lots to be platted in <br />2007; no more than 32 lots platted in 2008; no more than 32 lots platted in <br />2009; and no more than 16 lots platted in 2010. Including previously <br />approved subdivisions, she said the Rocky River Elementary School would be <br />functioning at 161.76 percent; C.C. Griffin Elementary School - 181.92 <br />percent; and Central Cabarrus High School - 98.67 percent. She pointed out <br />the students from the Hawthorn subdivision project will attend Hickory Ridge <br />High School that is expected to open in August, 2007. In closing, she <br />restated Mr. Stark's availability to answer questions. <br />Commissioner Mynatt expressed her desire to consider the consent <br />agreements in the order they were approved by the Planning and Zoning Boards <br />and to review the build-out schedules for all three subdivisions that are on <br />the Agenda. <br />Chairman Carruth reported two new elementary schools are planned for <br />2009 and 2010, southeast of the Rocky River Elementary School and south of <br />Harrisburg. He also reported a new middle school, south of NC Highway 99, is <br />in the plan for 2009 that will relieve C.C. Griffin; however, funding for <br />this school has not been identified. <br />John Day, County Manager, pointed out the Board's policy is to consider <br />the impact on the schools as a whole district and until the policy is <br />changed, decisions should be consistent with the policy. <br />Richard M. Koch, County Attorney, reviewed the two ~~ptions available: <br />(1) approve the consent agreement; or (2) table the consent agreement and ask <br />the staff to negotiate with the developer for a delayed build-out schedule. <br />He said the Board has the option to delay the project, but has not chosen <br />this option in the past. <br />Chairman Carruth commented on the need to begin planning for another <br />high school. <br />Commissioner White suggested the policy and how it can be changed be <br />addressed at the next work session. <br />Mr. Day pointed out that changes to the Adequate Public Facilities <br />Ordinance were presented to the Board in December or January; the Board <br />wanted the changes presented to the community in a larger setting; and <br />invited the Boards of Education and the Cities to attend. <br />
