May 21, 2007 (Regular Meeting) Page 364 <br />After Chairman Carruth stated the Saddlebrook Subdivision is similar to <br />the Roycroft Subdivision and that the Board does not need to repeat the <br />previous discussion, he called for a vote. <br />Commissioner Mynatt MOVED to approve the Consent Agreement between <br />Cabarrus County and Saddlebrook Subdivision, LLC, for the Saddlebrook <br />Subdivision including the payment of $9,034:00 per lot due at final platting <br />to advance school adequacy and the following build-out schedule: no more <br />than 78 lots to be platted in 2008; no more than 88 lots platted in 2009; no <br />more than 88 lots platted in 2010; and no more than 39 lots to be platted in <br />2011. Further, Commissioner Mynatt authorized the County Manager to execute <br />the Agreement on behalf of Cabarrus County. <br />Vice Chairman Juba seconded the motion. <br />Commissioner Privette stated his intent to vote against the motion due <br />to school overcrowding. <br />The motion carried with Chairman Carruth, Vice Chairman Juba and <br />Commissioners Mynatt and White voting for and Commissioner Privette voting <br />against. <br />(F) CONSENT AGENDA <br />Note: Item F-2 [287 (g) Illegal Immigration Memorandum of Agreement <br />(MOA)] was removed from the Consent Agenda for discussion. <br />State to Cabarrus County Work <br />Plan <br />DHHS has reviewed the Cabarrus County Work First Block Grant Plan for <br />FY07-09 and the Division of Social Services has required the following <br />changes: Expand Job Search from 6 to 12 weeks; state that Federal TANF funds <br />cannot pay medical expenses; provide more detail about client's right to <br />apply for Medicaid immediately; and require that clients provide proof of <br />citizenship. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board approved the revised Cabarrus County Work <br />First Block Grant Plan for FY 2007-09 and authorized the Chairman to execute <br />the Plan. <br />(F-3) Department of Social Services - Reorganization of Legal Services <br />Legal services for the Department of Social Services are currently <br />provided within that department. A recent review resulted in a request to <br />move these services to the County Legal Department under the County Manager <br />with guidance from the County Attorney. The request was approved by the <br />Cabarrus County Board of Social Services on April 26, 2007. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board approved the reorganization of legal <br />services for Social Services, moving the operation from DSS to the County, <br />adding the Senior Attorney and Attorney classes to the Classification Plan, <br />and adopting the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF FINANCE <br />AMOUNT: 7,881.00 <br />TYPE OF ADJUSTMENT: TRANSFER BETWEEN DEPARTMENTS/FUNDS <br />PURPOSE OF REQUEST: The Board of Commissioners approved transferring the <br />legal staff from the Social Services budget to the Legal budget under the <br />County Manager at their May 21, 2007 meeting.
