June 18, 2007 (Regular Meeting) <br />Page 440 <br />~: An accidental discharge/ slug control plan shall address, at a <br />minimum, the following: <br />(la) Description of discharge practices, including non-routine batch <br />discharges; <br />(2b) Description of stored chemicals; <br />(3e) Procedures for immediately notifying the Executive Director and the <br />POTW of any accidental or slug discharge, as required by Section <br />5.6 of this ordinance; and <br />(9d) Procedures to prevent adverse impact <br />discharge. Such procedures include, <br />inspection and maintenance of storage <br />of materials, loading and unloading <br />site runoff, worker training, building <br />equipment, measures for containing <br />including solvents, and/or measures <br />response. <br />from any accidental or slug <br />but are not limited to, <br />areas, handling and transfer <br />operations, control of plant <br />of containment structures or <br />toxic organic pollutants, <br />and equipment for emergency <br />2.9 Pump and Haul Wastewater Procedures °-••'--' '° <br />Any person engaging i:7 the transport of septage, wastes from chemical toilets <br />or other liquid or semi-liquid wastewater for the purpose of disposal shall be <br />referred to herein as contracte~s haulers. Contracte~s haulers shall be allowed <br />to empty wastewater permitted by this subsection into the sewer system at <br />designated structures located at the POTW subject to the following limitations <br />and conditions: <br />(a) Any contract hauler proposing to dischar e um and haul wastes to the <br />_POTW must first apply for and receive from the State of North Carolina <br />Department of Environment and Natural Resources - Solid Waste Division a <br />permit to operate a septage management firm and discharge such waste to <br />the POTW. .aef°"'°-e~~='~-aePt~e-t'ande -,..a_- -- ..-,.~,... ~..~_ ,. , <br />~E}}}e~B-~~'e-~'~e-e~PMIPY _, fst'em-a~-t'he-PH'.FFI~-eent~ete'~=s-s~,a}~z-aa~a <br />Hb~tai-RB~aFl~kia-v~e-i-m-t-h.r:ir ............ ..: .._ _ ,,..__.._"._ ___,_ ~_ <br />The °••~ permit number sill must be prominently displayed by <br />the contracte~ hauler on the cab of the truck or on the tank in which <br />sludge or waste is transported. <br />(b) The contracte~ hauler must apply for and receive a septage discharge <br />permit from WSACC, accompanied by the applicable fee prior to discharging <br />to the POTW. By accepting the permit to introduce septic tank sludge and <br />chemical toilet wastes derived only from domestic sources into the sewer <br />system the contracte~ hauler agrees to dump or empty such sludge and <br />waste only at designated structures, at such times as are established by <br />the POTW, and to maintain these structures and the area surrounding them <br />in a proper condition of cleanliness. Such waste shall not violate <br />Section 2 of this ordinance or any other requirements established by <br />WSACC. <br />(c) The contracte~ hauler shall not empty into the sewer system ~ grease <br />trap wastes. <br />(d) The contracte~ hauler shall not empty into the sewer system any <br />industrial wastes without prior written approval from WSACC. The <br />contracte~ hauler must provide any and all information, including <br />sampling analysis, requested by the Executive Director. .,a.,~_~.._„". <br />n- <br />(e) In addition to permit requirements WSACC may require the contract hauler <br />to provide with every load a representative sample of the waste to be <br />discharged.
