June 18, 2007 (Regular Meeting) Page 443 The schedule of charges and fees adopted by WSACC may include charges and fees for: (a) reimbursement of costs of setting up and operating the pretreatment program; (b) monitoring, inspections a nd surveillance procedures; control slu in i plans, including accidental and/or sl~oad (c) g g ew rev discharge procedures and construction plans and specifications; ' (d) permitting; and (e) other fees as WSACC may deem necessary to carry out the requirements of the pretreatment program. 3.5 Application and Renewal Fees (a) The initial a lication of a user to dischar e to the POTW shall include an application fee This fee is for staff costs in reviewing said a lication and will not be refunded rf a determination is made that the roposed facility does not need to participate in the pretreatment program. (b) Each time a wastewater dischar~per'mit or septage discharge permit is renewed, a ermit renewal £ee shall be collected to cover staff time and resources. 3.6 Residential, Commercial and Unpermitted Non-domestic Users Re ular sewer service fees and char es will be assessed to each residential, commercial and unpermitted non-domestic user for the use of the sewer systems ' to recover the costs incurred for the o eration and adminrstration of the collection and wastewater treatment systems. 3.7 Penalties for Failure to Pay Payment of char es fees and assessments shall be made monthly and shall be due as s ecified on the bill If any charges remain after the specified due date a notice will be sent and a penalty will be applied to the unpaid balance in accordance with the terms and condrtions governing payments set by the Board of Directors. 3.8 Termination of Services If an char es remain, after the final due date set b the Executive (a) accordance with i Board of Directors policy and p rocedures, n Director ma i be terminated.
