The business session will be held on Saturday, August 18, from <br />2 p.m. to 9:30 p.m. <br />Commissioner White MOVED to nominate Vice Chairman Juba as the NCACC <br />delegate. <br />Chairman Carruth reported Vice Chairman Juba will have to leave the <br />conference early for another engagement and that he planned to attend the <br />entire conference. <br />Commissioner White changed his nomination to Chairman Carruth. <br />Vice Chairman Juba seconded the motion. The MOTION unanimously <br />carried. <br />(G-11) County Mission Statement Core Values and Vision Statement <br />Chairman Carruth reported the Board began developing a strategic plan <br />in January that included a mission statement, core values and a vision <br />statement. He read the Mission Statement and asked Vice Chairman Juba to <br />read the Core Values and for Commissioner Mynatt to read the Vision <br />Statement. <br />Mission Statement: <br />Through visionary leadership and good stewardship, we will administer state <br />requirements, ensure public safety, determine county needs, and provide <br />services that continually enhance quality of life. <br />Core Values: <br />Board members identified four core values to guide how county government <br />should carry out its mission: accountable/responsible; collaborative; <br />integrity (principled); and respect. <br />Vision Statement: <br />Our vision for Cabarrus is a county in which our children learn, our citizens <br />participate, our dreams matter, our families and neighbors thrive, and our <br />community prospers. <br />Chairman Carruth commented on the next steps of the process. <br />UPON MOTION of Commissioner White, seconded by Commissioner Mynatt and <br />unanimously carried, the Board adopted the aforementioned Mission Statement, <br />Core Values and Vision Statement as presented. <br />(G-12) Kannapolis Tax Increment Financing (TIF) Project List <br />At the July 2"d Agenda Meeting, the Board discussed the items proposed <br />by the Kannapolis City Council for financing through TIF bonds. Additional <br />items discussed by the Board for TIF bond financing included a senior center; <br />a new science wing at A.L. Brown High School, a science wing at the new high <br />school to be constructed on Cox Mill Rd.; a new library; utilities in the <br />Fishertown area and a building for the Health Alliance. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Juba and <br />unanimously carried, the Board approved the addition of the following <br />projects to the TIF project list: a senior center, a new science wing at <br />A.L. Brown High School, a science wing at the new high school to be <br />constructed on Cox Mill Road, a new library, utilities in the Fishertown area <br />and a building for the Health Alliance. <br />(H) APPOINTMENTS <br />(H-1) Public Health Authority of Cabarrus County <br />The term of appointment for Stephen Mark Nantz on the Public Health <br />Authority expired on June 30, 2007. Mr. Nantz represented the member or <br />designee for the NorthEast Medical Center Board of Trustees. The NorthEast <br />Medical Board of Directors has recommended Alex J. Barker, Vice- <br />President/General Counsel, NorthEast Medical Center/CMC-NorthEast, be <br />appointed to fill this vacancy. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner White and <br />unanimously carried, the Board appointed Alex J. Barker to the Public Health <br />Authority of Cabarrus County for a 3-year term ending June 30, 2010 as <br />requested. <br />
