September 17, 2007 (Regular Meeting) <br />Page 557 <br />WHEREAS, I-85 is an important link to the Charlotte/Metrolina Region to the <br />south and the Yadkin; River Bridge/I-85 is an equally critical link to the <br />rest of the Piedmont; .and <br />WHEREAS, I-85 is no longer functional as a 9 lane highway and has become a <br />safety risk for approximately 385,000 weekly travelers; and <br />WHEREAS, Rowan County State Legislative Delegation has introduced House Bill <br />292 to accelerate construction of the Yadkin River Bridge replacement project <br />through alternative sources of funding. <br />Now, therefore, be it resolved that: <br />The County of Cabarrus hereby requests that the Cabarrus and Rowan <br />Legislative Delegation pursue completion of the I-S5 widening project in <br />Cabarrus and Rowan Counties as soon as is feasibly possible. <br />I, Robert W. There was a general discussion on the <br />following County projects totaling $46,200,000.00 for inclusion on the TIF <br />project list: A. L. Brown High School Science Wing; Cox Mill High School <br />Science Wing; Northwest Cabarrus Agricultural Biotech Building; Fishertown <br />Utility improvements;. a senior center; a library; and a facility for the <br />Cabarrus Health Alliance. Other issues addressed included the following: <br />prioritization of the County projects; lack of funding for Tier 2 projects; <br />questionable market conditions may reduce the amount of funding for Tier 1 <br />projects; Tier 1 projects will be bid out over a 3-year period; the number <br />and amount of bond issues Kannapolis plans to make; whether or not the county <br />projects meet the rational nexus test; plans to construct a building for <br />Rowan-Cabarrus Community College on the North Carolina Research Campus will <br />save the County approximately $20 million; conversion of the county-owned <br />library into a senior center; and the need to meet with Kannapolis to <br />finalize the list; etc. <br />Kannapolis City Manager, Mike Legg and Mayor Robert Misenheimer <br />responded to several questions from the Board throughout the discussion. <br />After ChairmanCarruth recognized Cabarrus School Board Chair, Liz <br />Poole, it was determined the $1 million Northwest Cabarrus Agricultural <br />Biotech Building wasrequested by the. high school itself and not by the <br />Cabarrus County Schools Board of Education. <br />After discussion, the Board scheduled a joint meeting with the <br />Kannapolis City Council for Monday, September 29, 2007 at 7:30 p.m. at the <br />Kannapolis Train Station to finalize the TIF project list. <br />(H) APPOINTMENT3 <br />(H-1) Cabarrus County Planning and Zoning Commission <br />Chairman Carruth reported Lanny Lancaster resigned from the Cabarrus <br />County Planning & Zoning Commission on August 22, 2007 and there are three <br />(3) at-large alternates that could complete the unexpired term. He said if <br />one of the alternates'is appointed to fill Mr. Lancaster's position, then the <br />Board will need to appoint a new alternate to the Cabarrus Planning and <br />Zoning Commission. <br />Chairman Carruth opened the floor for nominations for the at-large <br />position. <br />Commissioner Privette nominated Armistead E. (Gene) Divine and <br />Commissioner White nominated Larry Ensley. <br />
