September 24, 2007 (Recessed Meeting) Page 561 <br />between the two school systems regarding the biotech center; all students <br />should have the same opportunity to access the program; the Cox Mi11School <br />science wing is as equally important as the A.L. Brown science wing; the <br />possibility of the school systems sharing a science wing; the County's <br />practice of allocating 15 percent to the Kannapolis School System through a <br />countywide bond referendum; and regulations and requirements for using TIF <br />bonds. <br />Next, the Fishertown utility extension project was discussed at great <br />length. Issues addressed included the following: the possibility of the <br />Fishertown utility project becoming part of the Mooresville Road project; the <br />creation of a special district to revitalize the area; extension of a <br />sanitary sewer line to property owned by Castle & Cooke would allow the <br />Fishertown community to be served; increase in property values; additional <br />research is needed to determine how many residents are willing to connect to <br />the utility system; the number of housing units and residents in the <br />community; the current property tax value of the community; number of <br />existing water and sewer customers; number of potential new customers; cost <br />of the waterline and sanitary sewer line; revenues versus expenditures; the <br />City's connection policy; annexation costs for residents; etc. <br />After further discussion, the Board generally agreed to place the <br />Fishertown utility project on the Tier 2 project list, for Kannapolis to <br />survey the Fishertown community to determine how many residents are willing <br />to connect to the utility system and report back. <br />Next, there was a general discussion on the inclusion of a library in <br />the proposed civic building to be built by Castle & Cooke through a lease <br />agreement; the County's involvement in the programming of the civic building; <br />and the unknown variables of the civic building. <br />With regard to the Health Alliance, Commissioner White suggested the <br />$15 million project be included in Tier 1. If space for the Health Alliance <br />is provided by Castle & Cooke, he suggested the science wings for A.L. Brown <br />and Cox Mill High School totaling $15.3 million take the Health Alliance's <br />place on the Tier 1 project list. <br />Mayor Misenheimer reported Ms. Bettye Cannon had completed a speaker's <br />card. He asked Ms. Cannon to limit her comments to three minutes. <br />Bettye Cannon, resident of 5912 Charleston Avenue in Kannapolis, <br />reported the Fishertown utility project began with a grant. She also <br />reported materials delivered to finish the project were removed and used on <br />another housing development project. In closing, she pointed out there was <br />not a hookup fee associated with the grant and it is not fair for the <br />residents to have to pay another hookup fee when it has already been paid for <br />with the grant. <br />Recaes of Meeting <br />The Board took a short recess at 9:10 p.m. The meeting reconvened at <br />9:21 p.m. <br />Continued <br />Liat <br />on <br />Commissioner White MOVED to place the Health Alliance project, totaling <br />approximately $15 million, on the TIF Tier 1 project list; to substitute the <br />science wings for A.L. Brown and the Cox Mill High School, totaling $15.3 <br />million, for the Health Alliance project if it is removed from the Tier 1 <br />project list; to place the Fishertown utility project, totaling $5.7 million, <br />on the TIF Tier 2 project list; and for Kannapolis to report back on the <br />results of the Fishertown survey. <br />Commissioner Mynatt seconded the motion and a brief discussion ensued. <br />Vice Chairman Juba presented the following AMENDMENT to Commissioner <br />White's motion - to remove $36.5 million from the Tier 1 project list and <br />allocate it to the following County projects: the A.L. Brown Science Wing, <br />the Cox Mill High School Science Wing, a senior center and the Cabarrus <br />Health Alliance. <br />Commissioner Privette seconded the amendment. <br />
