The <br />legislature authorized additional funding for the CJPP Grant and also <br />modified the methodology by which funds are distributed to counties resulting <br />in a change from the original application amount of $129,949.00, which was <br />budgeted. S. 126-11 and Approved by the State Protection Services <br />PBH requests the Board readopt its resolution of support and approval <br />for Piedmont Behavioral Healthcare to maintain its status as a "substantially <br />equivalent" personnel system as allowed under G.S. 126-11 and approved by the <br />State Personnel Commission. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No.2007-29 <br />RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />CABARRUS COUNTY, NORTH CAROLINA <br />WHEREAS, in 1991 the North Carolina General Assembly amended Section 126-11 <br />of the General Statutes to allow Area Mental Health Authorities to establish <br />"substantially equivalent" personnel systems; and <br />WHEREAS, the Piedmont Area Mental Health, Developmental Disability and <br />Substance Abuse Authority (now known as PBH) was approved as a "substantially <br />equivalent" personnel system in December 1993; and <br />WHEREAS, G.S. 126-11 requires that Area Mental Health Authorities <br />periodically recertify their commitment to maintain a "substantially <br />equivalent" personnel system when there are changes in the composition of the <br />Area Board and to obtain approval of the Boards of County Commissioners for <br />counties served by the Area Authority; <br />WHEREAS, PBH now serves a five county region including Cabarrus, Davidson, <br />Rowan, Stanl y, and Union counties; <br />NOW THEREFORE, BE IT RESOLVED that the Cabarrus County Commissioners <br />reconfirm their support and approval for PBH to maintain its status as a <br />
