<br />January 23, 2006 - Regular Meeting <br /> <br />Page <br /> <br />471 <br /> <br />Construction, Inc., in the amount of $158,560.00 and authorized the County <br />Manager to execute the contract, pending County Attorney's review. <br /> <br />(F-8) Emergency Management Services Critical Infrastructure Protection <br />Grant Memorandum of Agreement and Adoption of Resolution and Related Budget <br />Amendment <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board authorized the Emergency Management <br />Director to sign the Memorandum of Agreement with the State of North Carolina <br />to receive a $100,000.00 grant under the Critical Infrastructure Protection <br />Grant Program. Further, the Board adopted the following budget amendment and <br />Resolution: <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF EMERGENCY MANAGEMENT <br />AMOUNT: $100,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Cabarrus County has been awarded a $100,000 grant to <br />purchase radiation detection equipment under the ClP Homeland Security Grant <br />Program. There is no cost to Cabarrus County under this grant. <br /> <br />Account No. <br />00162710-6349-CIPP <br />Terrorism Grant <br />001927l0-9395-CIPP <br />Terrorism Grant <br /> <br />Present <br />Approved Budget <br />$0.00 <br /> <br />Increase <br />$100,000.00 <br /> <br />Decrease <br /> <br />Revised Budget <br />$100,000.00 <br /> <br />Rev - CIPP <br /> <br />$0.00 <br /> <br />$100,000.00 <br /> <br />$100,000.00 <br /> <br />Exp - CIPP <br /> <br />Resolution No. 2006-03 <br />Resolution Authorizing the Cabarrus County <br />Emergency Management Director to sign <br />Memorandums of Agreement For Homeland Security Grant Funds <br /> <br />Whereas, the Cabarrus County Emergency Management Director applies for <br />and administers grants received from the Department of Homeland Security <br />through the NC Department of Crime Control and Public Safety and Urban Area <br />Security Initiative Grants received through the City of Charlotte; and <br /> <br />Whereas, these grants must meet strict federal and state guidelines for <br />use in accordance with federal, state and local strategies; and <br /> <br />Whereas, these grants are funded at 100 percent, with no county funds <br />being used; and <br /> <br />Whereas, Memorandums of Agreement between Cabarrus County and the State <br />of North Carolina or the City of Charlotte must be signed for acceptance of <br />these grants; and <br /> <br />Whereas, these agreements must be executed within 30 days of receipt on <br />some grants; and <br /> <br />Whereas, no expenditures can be made until a budget amendment is <br />approved by the Cabarrus County Board of Commissioners; <br /> <br />Now, therefore, be it resolved by the Cabarrus County Board of <br />Commissioners that the Emergency Management Director is authorized to sign <br />Memorandums of Agreements between Cabarrus County and the State of North <br />Carolina, and between Cabarrus County and the City of Charlotte for the <br />receipt of Homeland Security Grant Funds, and that a copy of this resolution <br />shall be filed with the NC Department of Crime Control and Public Safety and <br />with the City of Charlotte Homeland Security Department. <br /> <br /> <br />Adopted this 23rd day of January, 2006 <br />/s/ Robert W.
