<br />July 10, 2006 (Regular Meeting) <br /> <br />Page <br /> <br />16 <br /> <br />After checking their calendars, the Board agreed to meet on July 31, <br />2006, to consider the incentive grant requests. <br /> <br />UPON MOTION of Chairman Carruth, seconded by Commissioner Privette and <br />unanimously carried, the Board scheduled a public hearing to consider the <br />Industrial Development Incentive Grant requests for Connextions Health, Inc., <br />and Double 0 Plastics, Inc., on Monday, July 31, 2006, at 6:00 p.m. in the <br />Commissioners' Meeting Room at the Governmental Center. <br /> <br />(F-l1) Cabarrus Economic Development Corporation - Annual Agreement <br /> <br />Cabarrus County contracts with the Cabarrus Economic Development <br />Corporation, Inc. (EDe) annually to provide core economic development <br />services in return for the County's financial support in an amount \\not to <br />exceed" $438,835.00. Funding for the annual agreement was approved in the FY <br />2007 County Budget. <br /> <br />commissioner Privette suggested the Board receive a copy of the EDe <br />budget prior to approving the annual agreement. <br /> <br />John Cox, CEO of the Cabarrus Regional Chamber of Commerce and Cabarrus <br />EDC, reported a copy of the EDC's approved budget was submitted to the County <br />in February. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the annual agreement between <br />Cabarrus County and Cabarrus Economic Development Corporation, Inc. to <br />provide core economic development services at a "not to exceed" annual cost <br />of $438,835.00; and authorized the County Manager to execute the agreement on <br />behalf of Cabarrus County. <br /> <br />(F-13) Agreement with Springs ted, Inc., <br />Compensation Review for County positions <br /> <br />to Conduct a Comprehensive <br /> <br />The Board received the proposed agreement with Springsted, Inc., to <br />conduct a comprehensive Classification and Compensation Review for County <br />posi tions, as required by the County Personnel Management Policy. The cost <br />to the County will not exceed the sum of $61,750.00 ($58,750.00 fee and a <br />maximum of $3,000.00 for expenses). Funding is included in the FY 2007 <br />County Budget. <br /> <br />Commissioner Carpenter asked if price comparisons were made with other <br />companies. She also asked if staff could perform some of the work to reduce <br />the cost. <br /> <br />Don Cummings, Human Resources Director, reported price comparisons were <br />conducted. He also said the County will save approximately $20,000.00 on the <br />cost of the study because the County has used Springsted, Inc., in the past <br />and the company will not have to redo everything. Due to the approximately <br />900 positions and 235 different classifications to be studied, he explained <br />the benefits of Springsted completing the entire study. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Chairman Carruth and <br />unanimously carried, the Board approved the agreement between Cabarrus County <br />and Springsted, Inc., to conduct a comprehensive Classification and <br />compensation Review for county positions and authorized the County Manager to <br />execute the contract subject to attorney review and approval. <br /> <br />(F-1S) Approval of Motor Vehicle Receivable Write-Off for Period of March <br />2002 through February 2003 <br /> <br />Per G.S. 150-373 (4), the Board may relieve the Tax Collector of the <br />charge of taxes on motor vehicles that are one or more years past due when it <br />appears that the taxes are uncollectible. Historically the Board has <br />relieved the Tax Collector of the charge of these taxes when they become <br />three (3) years past due. The Tax Collector's Office has exhausted all means <br />of collecting vehicle taxes due from March 2002 through February 2003. The <br />amount to be relieved for those renewal months is $253,143.22 as of July 3, <br />2006. <br /> <br />Commissioner Carpenter questioned the request to forgive the motor <br />vehicle taxes. <br /> <br />Pam Dubois, Deputy County Manager, said efforts to collect these taxes <br />have been exhausted and the individuals have most likely moved out of the <br />County. She also commented on the State's future plan to have automobile <br />
