With the retirement of a long time Shift Supervisor and
re-appropriation of department funds, Mr. Downs reported the cost to
reinstate the Assistant EMS Director position would be approximately
$8,965.00 including benefits for 2005. The annualized cost for this position
would be $22,800.00 by promoting from within the organization. Finally, Mr.
Downs reviewed the proposed organizational structure for EMS.

Commissioner Privette commented that historically requests for
additional personnel have been addressed during the budget process. Further,
he questioned the reinstatement of the Assistant EMS Director position,
stating there was a common consensus that the position was not needed when
the previous EMS Director retired.

David Hampton, EMS Director, stated the position has always been needed
but was eliminated by the former County Manager. Further, he advised that
since the elimination of the Assistant EMS Director position the department
has taken over the non-emergency transports that were previously done through
contracted services.

UPON MOT:rON of Chairman Carpenter, seconded by vice Chairman Carruth
and unanimously carried, the Board approved the organizational changes at EMS
with the reinstatement of the Assistant EMS Director position and adopted the
following budget amendment.

BUDGET REVISION/AMENDMENT REQUEST

DEPARTMENT OF EMERGENCY MEDICAL SERVICES
AMOUNT: $8,966.00
TYPE OF ADJUSTMENT: Supplemental Request
PURPOSE OF REQUEST: Appropriate additional funds for a reorganization of the
EMS department.
