<br />(10) Emergency Medical Services - Reinstatement of Assistant EMS Director
<br />Position, Related Organizational Changes and Adoption of Related Budget
<br />Amendment
<br />
<br />Mike Downs, Deputy County Manager, requested the reinstatement of the
<br />Assistant EMS Director position in order to address the increased demands
<br />that training, new medical procedures and certification maintenance has
<br />placed on EMS staff. With the retirement of a long time Shift Supervisor and
<br />re-appropriation of department funds, Mr. Downs reported the cost to
<br />reinstate the Assistant EMS Director position would be approximately
<br />$8,965.00 including benefits for 2005. The annualized cost for this position
<br />would be $22,800.00 by promoting from within the organization. Finally, Mr.
<br />Downs reviewed the proposed organizational structure for EMS.
<br />
<br />Commissioner Privette commented that historically requests for
<br />additional personnel have been addressed during the budget process. Further,
<br />he questioned the reinstatement of the Assistant EMS Director position,
<br />stating there was a common consensus that the position was not needed when
<br />the previous EMS Director retired.
<br />
<br />David Hampton, EMS Director, stated the position has always been needed
<br />but was eliminated by the former County Manager. Further, he advised that
<br />since the elimination of the Assistant EMS Director position the department
<br />has taken over the non-emergency transports that were previously done through
<br />contracted services.

<br />UPON MOT:rON of Chairman Carpenter, seconded by vice Chairman Carruth
<br />and unanimously carried, the Board approved the organizational changes at EMS
<br />with the reinstatement of the Assistant EMS Director position and adopted the
<br />following budget amendment.
