<br />May 23, 2005 - Regular Meeting <br /> <br />Page <br /> <br />175 <br /> <br />(2) State Mlledical Ri!'esponder expiration date or Satate Eemergency Mlledical <br />T&echnician expiration date. <br />(3) The name of the first responder agency with which the applicant <br />individual is to be affiliated. <br />(e) Upon receipt of application for certificate to operate as an individual <br />first responder in the county, the Ddirector of Eemergency Mlledical Saervices <br />or his designated representative will approve or disapprove all applications <br />based on criteria in section 26-55. <br />(Ord. of 12-7-92(2), ~ 3) <br /> <br />Sec. 26-54. Terms of certification as a first responder agency and individual <br />first responder. <br />(a) A certificate to operate as a first responder agency in the county and <br />issued by the Ceounty Ddepartment of Eemergency Mlledical Saervices to an <br />applicant agency will be permanent-, with a minimum of four individual first <br />responders. However, either party at its option may terminate the certificate <br />upon 30 days prior written notice to the other party or immediately upon <br />failure to meet qualification standards. <br />(b) If any first responder agency or individual first responder shall violate <br />or fail to comply with any provision of these guidelines, notification will <br />be given by the Ddirector of the Ceounty Eemergency Mlledical Saervices to the <br />first responder agency fire chief or his/her designee stating the violation <br />and requesting a meeting to resolve the violation. If the violation is not <br />resolved, the written complaint will be forwarded to the Ceounty F4;irst <br />Ri!'esponder Aadvisory BBoard for its investigation of the complaint. The <br />F4;irst Ri!'esponder Aadvisory BBoard will have the final authority on <br />suspension or revocation of an individual first responder's certification. <br />The Beoard can make a recommendation to the Bboard of Ceo~REY Ceomrnissioners <br />for suspension or revocation of a first responder agency's certificate. <br />(c) Upon termination, revocation, or suspension of a certificate to operate <br />as a first responder agency or individual, as determined under this article, <br />the first responder agency or individual shall immediately cease to operate. <br />Termination of a certification for noncompliance to rules must be approved by <br />the Cabarrus County Beoard of COURty Ceommissioners. <br />(d) If membership drops below that specified in subsection (a) of this <br />section the first responder unit has 120 days to get back to strength. If <br />not, the Aadvisory Beoard will suspend the certification until the number is <br />back to minimum strength. <br />(Ord. of 12-7-92 (2), ~ 4) <br /> <br />Sec. 26-55. Standards for first responder agencies and first responder <br />members. <br />(a) Each first responder agency and its first responder members shall at all <br />times comply with the requirements of these guidelines, the certification <br />granted pursuant to this article, and all applicable state and local laws <br />relating to health, sanitation, safety, OSHA and all other laws and <br />ordinances, including the state motor vehicle laws when its members are <br />responding to an emergency scene. <br />(b) To be certified and maintain certification, a first responder individual <br />must: <br />(1) Be of suitable character. <br />(2) Be at least 18 years of age. <br />(3) Have a valid state driver's license and a good driving record, as <br />determined by the chief or his designee. <br />(4) Be required to show current S5tate Mmedical Ri!'esponder certification <br />(c) An individual who possesses a current and valid certification as Satate <br />Eemergency Mmedical T&echnician may be certified as an individual first <br />responder in the county without having to complete a state medical responder <br />course. State certification must remain current and all other requirements of <br />these guidelines must be fulfilled. <br />(d) First responder personnel will not be exempt from any rules, regulations, <br />or duties of their sponsoring organization. <br />(Ord. of 12-7-92 (2), ~ 5) <br /> <br />Sec. 26-56. Standards for Communications. <br />First responders will be controlled under all current FCC and county fire <br />department radio procedures. <br />(Ord. of 12-7-92 (2), ~ 6) <br /> <br />Sec. 26-57. Standards for Dispatch. <br />(a) County first responder-agencies will respond on a 24-hour basis. <br />(b) County communications will dispatch first responders to respond to <br />accidental or medical emergencies. <br />(c) The first responder agency or individual will not respond to any calls <br />for assistance unless they notify the county communications center. <br />(d) Any calls received personally by a first responder agency or individual <br />
