April 21, 2003 Page 109 <br /> <br />(4) Provide information and advice to the participating boards of county <br /> commissioners through the county manager. <br /> (5) Act as liaison between the area authority and the Department. <br /> [N.C.G.S. 122C-121] <br />The area director shall administer the programs of the area authority and <br />enforce applicable State laws, rules of the Commission, and rules of the <br />Secretary. The area director in cooperation with the Secretary, other area <br />directors, county program directors and State facility directors shall <br />provide for the coordination of public services with other area authorities, <br />county programs, and State facilities. [N.C.G.S. 122C-111] <br /> <br />Part 3. Evaluation <br />The Area Director shall be evaluated on an annual basis based on criteria <br />established by the Secretary of Health and Human Services and the Area Board. <br />In conducting the evaluation, the Board shall consider comments from the <br />participating boards of county commissioners. [N.C.G.S. 122C-121] <br /> <br /> Section 7. Budget and Audit Requirements <br />Piedmont Area Authority shall maintain its budget in accordance with Article <br />3 of Subchapter III of Chapter 159 of the General Statutes, the Local <br />Government Budget and Fiscal Control Act, as required by G.S. 122C-144.1 (c). <br />In accordance with G.S. 159-34 G.S. 122C-144.1(c), the area authority shall <br />have an annual audit completed and submit it to the Local Government <br />Commission. A copy of this audit shall be given to the Board of County <br />Commissioners of each participating county of the Area Authority as provided <br />in G.S. 122C-117(d). <br /> <br /> Section 8. Amendment <br />This Joint Resolution may be amended by a resolution jointly approved by the <br />Board of Commissioners of Cabarrus, Rowan, Stanly and Union Counties. <br /> <br /> Section 9.
