April 30, 2003 Page 116 <br /> <br />(IV) WATER UTILITIES <br /> <br /> Mr. Marshall reported that County staff is working with the City of <br />Concord on studying how water may be provided to Georgeville and surrounding <br />area and examining future water source options for Cabarrus County. <br /> <br /> At the suggestion of Mr. Day, the Board by consensus deferred <br />discussion of the water utilities issue until a separate work session. <br /> <br />(V) SCHOOL PLANNING <br /> <br /> Mr. Lentz reported that staff provides technical assistance to both the <br />Cabarrus County and Kannapolis City school districts in locating potential <br />school sites, including population and growth analysis as well as site <br />selection and development assistance. In performing this function, staff <br />works with school officials, local municipalities, Department of <br />Transportation, Soil and water Conservation and other local agencies. <br /> <br /> There was brief discussion regarding funding for future school <br />facilities, including the possibility of impact fees and an incentive to <br />those homeowners who live in their homes for a minimum of five years. <br /> <br />(VI) GROWTH MANAGEMENT <br /> <br />(VI-A) Unified Development Ordinance <br /> <br /> Mr. Marshall reported the Board tabled the draft Unified Development <br />Ordinance (I/DO) at its meeting on April 21 until October 2003. The Board by <br />consensus agreed there would be no discussion on the UDO at this meeting. <br /> <br />(VI-B) Regional Plannin~ Alliance - Centralina Council of Governments <br /> <br /> Ms. Rebecca Yarbrough gave a brief overview of the Regional Planning <br />Alliance. She described the Alliance as a voluntary coalition of <br />governmental, business and non-profit leaders organized to address the need <br />for more coordinated, collaborative planning within the two-state Charlotte <br />region. She asked that the Board consider the approval of the Regional <br />Planning Membership Pact for participation in the Alliance. <br /> <br /> Mr. Marshall advised that Nicole Storey, Planner, would be representing <br />the Town of Midland at meetings of the Regional Planning Alliance and would <br />be available to represent the County as well. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board approved the following Regional <br />Planning Alliance Membership Pact and authorized Chairman Freeman to execute <br />the Membership Pact on behalf of Cabarrus County. <br /> <br />REGIONAL PLANNING ~JuLIANCE MEMBERSHIP PACT <br /> <br />Whereas, Cabarrus County is a unit of local government or a regional <br />organization committed to preserving and enhancing quality of life as a <br />critical element of growth and prosperity in the Charlotte region; and, <br />Whereas, the Regional Planning Alliance serves the multi-county, 2-state <br />region centered around Charlotte with a focus on land use, transportation, <br />open space and integrated environmental planning needed to preserve and <br />enhance quality of life as the region continues to grow; and, <br /> <br />Whereas, the purpose of the Regional Planning Alliance is to promote <br />coordinated, integrated regional planning for a sustainable economy and <br />desirable quality of life in the Charlotte region through information exchange <br />and policy coordination across both local jurisdictional and sectoral <br />boundaries; and <br /> <br />Whereas, the Regional Planning Alliance is not a regional authority but is a <br />voluntary leadership alliance consisting of local government elected <br />officials, managers and planners, and representatives from regional business <br />and civic organizations; and <br /> <br />Whereas, the Regional Planning Alliance will not duplicate other regional <br />initiatives and will seek first to utilize collaboration among its <br /> <br /> <br />
