October 20, 2003 Page 263 (F-3) Department of Social Services - Consumer Directed Services Grant - Budget Amendment UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board adopted the following budget amendment. BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF Social Services AMOUNT: $30,000.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: Social Services jointly with the Department of Aging was awarded a grant for the implementation of a consumer-directed care program in July 2003. This is a pilot program geared toward allowing clients to direct their own care. The client will be responsible for the management of their caregiver allowing more flexibility in service delivery. Social Work staff will be available as consultants to the client. This program will be monitored very closely by DSS and reports will be made quarterly to the office of Long Term Care as to the results. Aging will provide services as needed. These services will be in addition to Building Inspection Services that were previously approved, and will be supported by fees charged to the users. The North Carolina Department of Environment and Natural Resources will perform these services if not provided by Cabarrus County. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board approved the contract with the City of Locust for Sediment and Erosion Control Ordinance Enforcement and authorized the County Manager to sign the contract on behalf of Cabarrus County. (F-5) Register of Deeds Office Records Retention and Disposition Schedule UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board adopted the Retention and Disposition Schedule for the Register of Deeds Office as prepared by the Division of Archives and History and authorized the Chairman to sign the following "Approval Sheet" on behalf of Cabarrus County. Register of Deeds Records Retention and Disposition Schedule The records retention and disposition schedule and retention periods governing the records series listed herein are hereby approved. In accordance with the provisions of Chapters 121 and 132 of the General Statutes of North Carolina, it is agreed that the records do not and will not have further use or value for official business, research, or reference purposes after the respective retention periods specified herein and are authorized to be destroyed or otherwise disposed of by the agency or official having custody of them without further reference to or approval of either party to this agreement. It is further agreed that these records may not be destroyed prior to the time periods stated; however, for sufficient reason they may be retained for longer periods.
