Murdock, III, Executive Director of WSACC, briefly reviewed <br />the proposal for WSACC to assist local jurisdictions in implementing storm <br />water management. He explained the WSACC Board felt it would be appropriate <br />for the Authority to take the lead in the storm water management program <br />since it has countywide jurisdiction. <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 2002-41 <br /> <br />RESOLUTION OF RECOMMENDATION FOR THE WATER AND SEWER AUTHORITY OF <br />C~ARRUS COUNTY TO BECOME THE REGIONAL STORM WATER MA/~AGEMENT <br />PROGRAM PROVIDER <br /> <br /> WHEREAS, Federal and State government is now requiring the local <br />jurisdictions to be responsible for storm water management; and <br /> <br /> WHEREAS, The Water and Sewer Authority of Cabarrus County (WSACC) is an <br />entity comprised of representatives of the jurisdictions within Cabarrus <br />County; and <br /> <br /> WHEREAS, The Board of Directors (Board) of WSACC have a strong desire to <br />assist the local jurisdictions in their needs to develop the required storm <br />water management; and <br /> <br /> WHEREAS, The Cabarrus County Board of Commissioners feels that WSACC can <br />play a vital role and be a good source of assistance to the jurisdictions to <br />aid in the implementation and permitting of regional storm water. <br /> <br /> NOW THEREFORE BE IT RESOVED, By the Board of Commissioners of Cabarrus <br />County that: <br /> <br />WSACC should be the regional storm water entity to deal with permitting <br />implementation on a regional basis in order to assist the local <br />jurisdictions with storm water management. <br /> <br />The level of service to be provided by WSACC will be identified through <br />contract. <br /> <br />The other affected local jurisdictions respond as to whether they wguld <br />like for WSACC to take on the regional role. <br /> <br />Adopted this the 16tn day of December, 2002. <br /> <br /> Cabarrus County Board of Commissioners <br /> /s/ Robert M. Bonds, Clerk to the Board <br /> <br />(F-6) Final Adoption of the Cabarrus/Mecklenbur~ County Line <br /> <br /> Mr. Jonathan Marshall, Planning and Zoning Services Director, reported <br />that Concord Engineering and Surveying had completed the maps and legal <br />description of the Cabarrus/Mecklenburg County line. He stated there had been <br />no changes to the line since it was last presented to the Board and that no <br />households were moved from one county to another. Further, Mr. Marshall <br />reported that the State has declined to pay for a number of new monuments <br />that must be placed in the field before the map showing the revised boundary <br />can be recorded.
