Pilkington, Health Director of the Cabarrus Health <br />Alliance, briefly reviewed the joint effort by the counties of Cabarrus and <br />Rowan to obtain Robert Wood Johnson Foundation grant funding to implement a <br />new health care delivery system for the uninsured or indigent residents of <br />the two counties. <br /> <br /> Commissioner Carpenter made a motion, seconded by Commissioner Privette <br />to adopt the following Health Planning Resolution and to authorize the <br />Chairman to sign the Resolution on behalf of Cabarrus County. Commissioner <br />Casper amended the motion to include the designation of Commissioner <br />Carpenter as the Board's representative for the health planning initiative. <br />The amendment was accepted and the motion was unanimously approved. The <br />Resolution as adopted by the Board was as follows: <br /> <br />RESOLUTION NO. 1999-09 <br /> <br />NORTH CAROLINA <br />CD~BARRUS COUNTY <br /> <br /> WHEREAS, the nuraber of Americans without health insurance has grown <br />from 31 million to 41 million during the last ten years; and <br /> WHEREAS, more than one million North Carolinians are uninsured; and <br /> WHEREAS, more than 40,000 residents of Cabarrus and Rowan Counties are <br />uninsured; and <br /> WHEREAS, eight out of 10 of the uninsured are full-time workers or <br />their dependents; and <br /> WHEREAS, one in five uninsured children has no regular source of care <br />and is 30 percent more likely to fall behind on well-child care; and <br /> WHEREAS, uninsured adults are four times more likely to say they have <br />not received medical care they believe to be necessary; and <br /> WHEREAS, the Robert Wood Johnson Foundation has established a new <br />$16.8 million initiative called ~Communities in Charge", which is designed to <br />help communities like Cabarrus and Rowan Counties rethink how we organize and <br />finance our local care delivery to our uninsured, low-income families; and <br /> WHEREAS, there is a strong desire within Cabarrus and Rowan Counties to <br />find a common solution to the common problem that many of our residents <br />share; and <br /> WHEREAS, the solution to planning and implementing a new delivery <br />system for the uninsured requires close cooperation within and between the <br />two counties; <br /> BE IT, THEREFORE, RESOLVED by the Board of Commissioners of Cabarrus <br />County that the Cabarrus County Board of Commissioners supports the joint <br />planning initiative that is being developed in the grant application to the <br />Robert Wood Johnson Foundation. <br /> D/qD, BE IT FURTHER RESOLVED that the Cabarrus County Board of <br />Commissioners will designate a commissioner to participate in this joint, two <br />county health planning initiative. <br /> This the 19tn day of April, 1999. <br /> <br />ATTEST: <br />/s/ Frankie F.
