183 <br /> <br />preliminary plat [C99-01(S)] for Phases V and VI of the Porters Landing <br />Subdivision based on school adequacy issues. Specifically, the Cabarrus <br />County School District does not have adequate facilities at this time to <br />serve the estimated number of students who would be generated by the proposed <br />development. Mr. Marshall stated the developer had expressed an interest in <br />contributing $500.00 per lot for the 94 lots in Phases V and VI to be used to <br />address school adequacy issues. <br /> <br /> There was discussion regarding the development of the Porters Landing <br />Subdivision over the next several years, the increasing cost of building <br />schools and the adequacy of the $500.00 per dwelling unit in addressing <br />future school needs. <br /> <br /> Mr. Gaillard A. Mervin, Jr., Developer, described the planned phases of <br />the Porters Landing Subdivision. Phase V will not begin until June 2001. <br />However, design changes must be made to Phase IV at this time to provide <br />access to the new phases. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the appeal of the <br />preliminary plat for Porters Landing Subdivision, Phases V and VI, contingent <br />upon the execution by the developer of an agreement in the form and content <br />consistent with that of Highland Creek and to be executed on the part of the <br />County by the County Manager at that time. The agreement will provide for <br />the payment of $500.00 per dwelling unit for Phases V and VI. <br /> <br /> Mr. Marshall gave a status report on the preparation of the Unified <br />Development Ordinance that will further address the adequacy of public <br />facilities. The second draft of the proposed ordinance is close to <br />completion and will be provided to all elected boards and Planning Boards for <br />review. <br /> <br />Cabarrus County Vehicle Maintenance Facility - Adoption of Budqet Amendment <br />and Award of Bid ($473,200.00) to R. J. Fisher Construction Company <br /> <br /> The following bids were received on April 8, 1999 for the Cabarrus <br />County Fleet Maintenance Facility. The Invitation to Bid was published in <br />THE INDEPENDENT TRIBUNE on March 4, 1999. <br /> <br />Contractor <br />R. J. The facility will be the same size as the <br />existing garage; however, design changes will provide wider service bays and <br />a larger storage area. <br /> <br /> There was discussion regarding the bids, specifically the time and cost <br />of construction as well as the cost of mechanical equipment that was included <br />in the bid price. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />with Commissioners Privette, Casper and Fennel and Chairman Barnhart voting <br />for and Commissioner Carpenter voting against, the Board adopted the <br />following budget amendment and awarded the bid for the new Vehicle <br />Maintenance Facility to the low bidder, R. J.
