320 <br /> <br /> Commissioner Carpenter commented on the designation of A. T. Allen <br />Elementary School and Harrisburg Elementary School as "Schools of <br />Excellence". She stated she would present the proposed Resolutions to the <br />two schools. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board adopted the following Resolutions and <br />directed that they be framed for presentation to the respective schools. <br /> <br />Resolution No. 1999-23 <br /> <br /> Resolution Honoring <br />A. T. Allen Elementary School <br />as a <br /> School of Excellence <br /> <br /> WHEREAS the State Board of Education developed the ABCs of Public <br />Education, a school-based accountability plan that has been in operation for <br />three years; and <br /> WHEREAS schools attaining specified levels of growth and performance <br />standards are eligible for incentive awards or other recognition for their <br />achievement; and <br /> WHEREAS the highest level of recognition awarded for performance by <br />the North Carolina Department of Public Instruction is "School of <br />Excellence"; and <br /> WHEREAS a School of Excellence is a school that has at least 90 <br />percent of its students tested at or above grade level and has met or <br />exceeded the expected growth standards established by the State; and <br /> WHEREAS fewer than 50 schools in the State of North Carolina achieved <br />the School of Excellence level of performance for the 1998-1999 school year; <br />and <br /> WHEREAS A. T. Allen Elementary School is one of only two schools in <br />Cabarrus County achieving recognition as a School of Excellence for 1998- <br />1999; and <br /> WHEREAS, a special celebration is planned at A. T. Allen Elementary <br />School on October 28, 1999, at which time local and State officials will <br />recognize the school's achievement. <br /> NOW, THEREFORE, BE IT RESOLVED, the Cabarrus County Board of <br />Commissioners does hereby commend A. T. Allen Elementary School on achieving <br />the School of Excellence level of performance and offers congratulations and <br />best wishes to the students, parents and staff who through hard work, <br />dedication and cooperation were successful in accomplishing this high level <br />of achievement. <br /> This the 18tn day of October, 1999. <br /> __/s/ Arne L.
