29 <br /> <br /> Mr. Hartsell presented the proposal to exchange approximately 1.85 acres <br />of County owned land for approximately 1.85 acres of property owned by Mr. <br />Vance Joyner in the vicinity of the County Landfill. Mr. Joyner currently has <br />access across County property to his property. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized the publication of a notice of the <br />proposed exchange of approximately 1.85 acres of property in the vicinity of <br />the County Landfill between Cabarrus County and Mr. Vance Joyner. <br /> <br />Purchase of Property by the Cabarrus Board of Education <br /> <br /> Mr. Hartsell reviewed the contract by the Cabarrus County Board of <br />Education to purchase 24 acres of property from Mr. Joe Sims as the site of <br />the new Harrisburg Elementary School. The cost of the property was $15,000.00 <br />per acre to be discounted by $40,000.00 for ability to credit against an <br />access point. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the purchase by the Cabarrus Board of <br />Education of property from Mr. Joe Sims at a cost of $15,000.00 per acre for <br />24 acres discounted by $40,000.00 for the ability to credit against an access <br />point from an adjoining land owner. Further, the Board authorized a budget <br />amendment for the purchase price of this property. <br /> <br />APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />Community Based Alternatives Task Force (3) <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the following appointments to the <br />Community Based Alternatives Task Force: Michael P. Greene - 3 year term <br />ending June 30, 2001; Ron Blackmon 3 year term ending June 30, 2001; and <br />Jerry L. Rhyne - Complete unexpired term ending June 30, 2000. Mr. Rhyne will <br />fill the vacancy created by the resignation of Ms. Stephanie Bennick. The <br />Youth representative position will remain vacant at this time. <br /> <br />Rowan-Cabarrus Community College Board of Trustees (1) <br /> <br /> Chairman Casper reported Ms. Lynne Scott Safrit had resigned from the <br />Rowan-Cabarrus Community College Board of Trustees. She stated that Mr. Irvin <br />Newberry had been recommended for this position. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board appointed Mr. Irvin Newberry to the Rowan- <br />Cabarrus Community College Board of Trustees to complete an unexpired term <br />ending July 1, 2001. <br /> <br />Closed Session - To Consult with Attorney Regarding Pending Litigation and <br />Acquisition of Property <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board moved to go into closed session to consult with <br />the Attorney regarding pending litigation concerning Philip Morris as <br />authorized by North Carolina General Statute 143-318.11(a) (3) and for <br />consultation with attorney in regard to the acquisition of adjoining property <br />to the new Harrisburg School site as authorized by North Carolina General <br />Statute 143-318.11(a) (3) (5). <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board moved to come out of the closed session. <br /> <br />No action was reported from the closed session. <br /> <br />Increase in the Room Occupancy and Tourism Development Tax from 3 Percent to 5 <br />Percent Public Hearing - 6~30 P.M. <br /> <br /> Mr. Roger Haas, Chairman of the Cabarrus County Tourism Authority Board, <br />called the meeting of the Tourism Authority Board to order. Members Jeff <br />Austin, Tom Dayvault, Steve Propst and Frank Clifton were present along with <br />Mr. Mark Shore, Executive Director of the Cabarrus County Convention and <br />Visitors Bureau. <br /> <br /> Mr. Shore presented the Tourism Authority Board's recommendation to <br />raise the occupancy tax to five percent (5%), using the additional two percent <br />(2%) as intended in the original legislation, to be committed to a public <br /> <br /> <br />
