283 <br /> <br />Voting for: Commissioners Niblock and Barnhart <br />Voting against: Chairman Casper and Commissioners Carpenter and Mills <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills with <br />Commissioners Carpenter and Mills and Chairman Casper voting for and <br />Commissioners Barnhart and Niblock voting against, the Board denied Petition 97- <br />06 to rezone property (Map/PIN 4681-49-5378) on Highway 73 West from Low Density <br />Residential to Limited Commercial. <br /> <br />Future Options for the Cabarrus County Landfill - Mr. David N. Goff <br /> <br /> Mr. David N. Goff, Extension Agent, 4-H, presented the "Future Options for <br />the Cabarrus County Landfill" which was developed by a local task force. The <br />Municipal Solid Waste (MSW) portion of the County Landfill will close on December <br />31, 1997. <br /> <br />o <br /> <br />o <br /> <br />Agricultural Uses <br />Continue as Construction & Demolition (C & D) Landfill, <br />Recycling Center, and Service Center <br />District Recreational Park <br />Leasing the Hunting Rights of the Entire Tract to a <br />Hunt/Wildlife Club <br />Maintaining Fenced Landfill Site Under Lock and Key <br />Maintaining Road Frontage for Future County Development and <br />Expansion <br />Any Combination of the Above <br /> <br /> The Board accepted the Report as information only .and took no action. <br /> <br />Expansion Request for New Recreational Projects in the Matching Incentive Grants <br />Program - Mr. Tom Lewis <br /> <br /> Mr. Tom Lewis presented the following two expansion requests for new <br />recreational projects in the Matching Incentive Grants Program. The Parks and <br />Recreation Commission had sought these grant requests as instructed by the Board <br />on October 21, 1996. <br /> <br />Harrisburg Youth League - Construct athletic facilities (one <br />baseball/softball field, including fencing backstop, dugouts, <br />lighting and spectator bleachers) at the new Rocky River Elementary <br />School site. Total estimated cost of $40,000.00 with requested <br />Cabarrus County matching incentive funds of $20,000.00 at this time. <br /> <br />Mt. Pleasant Youth Soccer and Baseball/Softball Leagues <br />Construction of new athletic facilities at Mt. Pleasant Middle <br />School adjacent to the tennis courts (one baseball/softball field, <br />one instructional baseball/softball field, one junior size soccer <br />field and one instructional soccer field) and at the present <br />football practice field (one regulation baseball/softball field, one <br />youth size baseball/softball field). The facilities will be <br />completed in phases at a total cost of $150,000.00 to $200,000.00. <br />A matching incentive grant of $20,000.00 is requested at this time. <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the Matching Incentive Grant Program <br />projects by the Harrisburg Youth League (Rocky River School site) and the Mt. <br />Pleasant Youth Soccer and Baseball/Softball Leagues (Mt. Pleasant Middle School <br />site) for the next budget year. <br /> <br />Proposal to Create a County-Wide Uniform Zoning Ordinance Inclusive of a <br />Provision that Adequate Public Facilities be in Place Prior to the ApprOval of <br /> <br />Future Development <br /> <br /> Mr. Marshall and Mr. Clifton reviewed the proposal to pursue the creation <br />of a county-wide uniform zoning ordinance that would include an adequate public <br />facilities ordinance. Mr. Clifton recommended that the County pay one-half of the <br />total estimated consultant cost of $50,000.00 with the municipalities to pay the <br />remaining one-half. He advised it would take approximately six months to develop <br />and implement an adequate public facilities ordinance in Cabarrus County. <br /> <br /> <br />
