171 <br /> <br />Personnel Technician to Human Resources Technician <br />Administrative Secretary IV - 50%(Part-time) to 100%(Full-time) <br />Planning and Development Area Manager (80)(Currently Vacant) <br /> Delete Position <br />Planning Services Director (74) - Add Position <br />Systems Administrator I (69) - Change Title <br /> <br /> The approved incentive program for the building inspection department was <br />as follows: <br /> <br /> CROSS-TRAINING PLAN FOR <br />CABARRUS COUNTY BUILDING INSPECTORS <br /> <br />PURPOSE <br />To provide an incentive plan that encourages Building Inspectors to increase <br />their levels and areas of state certification, thereby achieving greater <br />flexibility for inspection assignments, with a resultant increase in the number <br />of inspections done and a decrease in the average mileage traveled per <br />inspection. <br /> <br />KEY ELEMENTS OF THE PLAN <br />1. Reconfirm that the County's basic inspection positions be that of Inspector <br /> (at salary grade 66) with a NC Standard Certificate Level II in the desired <br /> primary trade. <br />2. Establish that if, a qualified individual (Level II Certification), cannot <br /> be employed, a lesser certified applicant may be considered for employment <br /> as an Apprentice Inspector (at salary grade 65) in a work against status, <br /> until reaching Level II Certification. <br />3. Payment of once a year bonuses to Inspectors and Lead Inspectors who qualify <br /> for and utilize certifications to inspect in areas other than in their <br /> primary trade. <br /> · Payment would be for areas and levels of certification approved by the <br /> Development Services Director. <br /> · Costs of approved certification classes would be underwritten by the <br /> County. <br /> · Bonuses would be paid for percentages of inspections in each non-primary <br /> trade area (by certification level) as follows: <br /> <br />CHART OF BONUSES <br /> <br />Percentage of Inspections in Level I Level II <br />Non-Primary Trade Area(s) Per year Certification Certification <br />5% $ 500 $1,000 <br />6% $ 55o $1,100 <br />7% $ 600 $1,200 <br />8% $ 650 $1,300 <br />9% $ 700 $1,400 <br />10% $ 750 $1,500 <br />11% $ 800 $1,600 <br />12% $ 850 $1,700 <br />13% $ 900 $1,800 <br />14% $ 950 $1,900 <br />15z $1,ooo $2,000 <br />16% $1,050 $2,100 <br />17% $1,100 $2,200 <br />18% $1,150 $2,300 <br />19% $1,200 $2,400 <br />20%+ $1,250 $2,500 <br /> <br />Appointments - Adult Care Home Community Advisory Committee <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock with <br />Chairman Barnhart and Commissioners Niblock and Fennel voting for, the Board <br />appointed the following members to the Adult Care Home Community Advisory <br />Committee for an initial term of one year beginning October 1, 1996 and ending <br />September 30, 1997: James E.
