168 ,~. <br /> <br />WHEREAS, trash fouls our waterways as well as our landscapes; and <br /> <br />WHEREAS, every community has the responsibility to insure that its <br />waterways run clean and pure, and free from all pollutants, <br />including trash; and <br /> <br />WHEREAS, thousands of volunteers collect hundreds of tons of trash <br />annually from North Carolina's waterways on the third Saturday of <br />September in the nation's largest Big Sweep state cleanup effort; <br /> <br />THEREFORE, I, Jeffrey L. Barnhart, by the authority invested in me <br />as Chairman of the Board of County Commissioners in Cabarrus County, <br />North Carolina, do hereby proclaim Saturday, September 21, 1996, as <br />the date for <br /> FIRST CITIZENS BANK BIG SWEEP <br />in Cabarrus County and urge every citizen to do his or her part to <br />restore the beauty and function of our lakes and streams. <br /> <br />In witness whereof I have hereunto set my hand and caused the seal <br />of Cabarrus County to be affixed. <br /> <br />/s/ Jeffrey L. Barnhart <br />September 16, 1996 <br /> <br />NEW BUSINESS <br /> <br />Establishment of Two New Deputy Sheriff Positions to Serve as School Resource <br />Officers at Mt. Pleasant and Northwest High Schools and Adoption of Related <br />Budget Amendment <br /> <br /> Sheriff Robert Canaday reviewed the request to add two new deputy sheriff <br />positions to serve as School Resource Officers for the two high schools in the <br />county. The Schools will reimburse the County $63,207.00 for 10 months service. <br />The cost of the two new entry level (replacement) officers is $62,818.02. <br /> <br /> Dr. Harold Winkler, County Schools Superintendent, spoke in support of the <br />School Resource Officer program. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock with <br />Chairman Barnhart and Commissioners Niblock and Fennel voting for, the Board <br />approved the addition of two deputy sheriff positions to serve as School Resource <br />Officers at Mt. Pleasant High School and Northwest Cabarrus High School with the <br />condition that the program remains as long as there is no additional cost to the <br />County. He <br />opened the public hearing and asked if anyone were present who wished to speak <br />either for or against the proposed road name. <br /> <br /> There was no one present to address ~e Board, and Chairman Barnhart closed <br />the public hearing. <br /> <br /> <br />
