169 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel and Niblock voting for, the Board <br />approved the road name change (Petitio~i?6-O1) of Unnamed Road to John Furr Road. <br /> <br />Community Development Block Grant Application - Second Public Hearin8 - 7:00 P.M. <br /> <br /> Mr. Bob Stark, Consultant, reviewed the proposed 1996 Community Development <br />Block Grant (CDBG) application to install sewer lines in the Midland Community <br />on the following streets: Greek Avenue, Bain Avenue, Garmon Mill Road, Kingsbury <br />Drive, Barberry Avenue and Bethel School Road. The proposed budget totaled <br />approximately $400,000.00 ($250,000.00 CDBG grant and $150,000.00 local share). <br />Plans are for the City of Concord to participate in the local share by providing <br />engineering and inspection services. <br /> <br /> Chairman Barnhart opened the public hearing regarding the proposed CDBG <br />application and asked if anyone were present who wished to speak either for or <br />against the proposed application. There was no one present to address the Board, <br />and Chairman Barnhart closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel with <br />Commissioners Niblock and Fennel and Chairman Barnhart voting for, the Board <br />authorized the submission of the 1996 CDBG Application as presented by Mr. Bob <br />Stark to install sewer lines in the Midland area (Creek Avenue, Bain Avenue, <br />Garmon Mill Road, Kingsbury Drive, Barberry Avenue and Bethel School Road) with <br />a proposed budget of $400,000.00 ($250,000.00 CDBG grant and $150,000.00 local <br />share). Further, the Board granted permission to the Chairman to sign all <br />necessary documents related to the CDBG application. <br /> <br />School System Request to Initiate Construction Activity at the New Concord Middle <br />School Site <br /> <br /> Dr. Harold Winkler, Cabarrus County Schools Superintendent, and Mr. Gene <br />Jordan, Schools Finance Director, reviewed the request for the School Board to <br />award the contract for site preparation at the new Concord Middle School site. <br />The current schedule calls for the $49 million in school bonds to be sold on <br />January 22, 1997 with the County to receive the proceeds approximately three <br />weeks later on February 15, 1997. The first payment to the site contractor would <br />be due on February 15. <br /> <br /> Mr. Mike Burris of Yates Chreitzburg Architects advised that the grading <br />should begin in late December. The first payment of approximately $200,000.00 <br />for mobilization and grading will be due on February 15. <br /> <br /> Mr. Blair Bennett, Finance Director/Area Manager, advised that the Schools <br />can enter into the site preparation contract as there is a reimbursement <br />agreement in place. However, he requested confirmation that Cabarrus County will <br />guarantee payment to the contractor on February 15, 1997 in the event that the <br />bond sale is delayed. <br /> <br /> In response to questions by Chairman Barnhart, Mr. Jordan advised that the <br />undesignated fund balance for the County Schools totals $1.8 million. There was <br />discussion regarding the possibility of the Schools covering the first payment <br />in February to the site contractor in the event that bond proceeds are not <br />available. However, Mr. Hartsell expressed concern as to whether the Schools <br />could use this funding and be reimbursed out of the bond proceeds. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Chairman Barnhart with <br />Commissioners Niblock and Fennel and Chairman Barnhart voting for, the Board <br />authorized the County Schools to initiate construction activity at the new <br />Concord Middle School site, with the provision that Cabarrus County will <br />guarantee payment to the site contractor on February 15, 1997 if the bond sale <br />is delayed and if the Schools cannot cover this cost on its own. <br /> <br />Administrative Changes to Organization Plan for Gabarrus County <br /> <br /> Mr. Clifton gave a brief overview of the revised Organization Plan for <br />Cabarrus County and the proposed incentive program for the Building Inspection <br />Department. He reported that the plan included a number of title changes and <br />promotions as well as a total budget savings of approximately $25,000.00.
