326 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board awarded the contract for the playground equipment <br />to the low bidder, Basnt§ht and Associates, in the total amount of $113,845.00. <br /> <br />Request by the City of Kan~avolis for a Right-of-Way beside Bakers Creek Park for <br />the Construction a~4 MaI~tenanqe of Bridge on Glenn Avenue <br /> <br /> UPON'MOTION of Commissioner Fennel, seconded by Commissioner Niblock and <br />unanimously carried, the Board granted to the City of Kannapolis a permanent <br />right-of-way thirty feet (30') wide by one hundred feet (100') long along the <br />east side of Glenn Avenue for the construction and maintenance of a new bridge <br />on Glenn Avenue. The right-of-way is on the Bakers Creek Park property. <br /> <br /> The Rowan County Board of Commissioners will also be asked to approve the <br />requept for the permanent right-of-way. <br /> <br />So%id Waste Management Meetings <br /> <br /> Mr. Ned Hudson, member of the Environmental Advisory Committee of the <br />Cooperative Extension Service, invited the Board and the public to participate <br />in the Conference Series "The Issues of Solid Waste Management in the 1990's <br />and Beyond". The meetings will be held in the Cabarrus Senior Center Library <br />from 7:00 P.M. until 9:00 P.M. ~n the following dates: March 14, March 21, March <br />28, April 4, and April 11. There will be a tour of the solid waste management <br />facilities in the county on.March 16. <br /> <br />Request to Waive Hiring Freeze for Specific Vacant Position - Mr, Don Moorhead <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the request to waive the hiring freeze <br />for the Word Processor III position (56-10-101-7) at the Department of Social <br />Services. <br /> <br /> UPON MOTION of Chairman Barnhart,' seconded by Commissioner Casper with <br />Chairman Barnhart and Commissioners Gasper, Fennel and Ntblock voting for and <br />Commissioner Olio-Mills voting against, the Board approved the request to waive <br />the hiring freeze for the Buil'ding Maintenance Supervisor (19-50-101-3) position <br />in the General Services.department. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the 'Board approved the request to waive the hiring freeze <br />for the Animal Control Officer II (23-10-101-2) position. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills with <br />Chairman Barnhart and Commissioners Olio-Mills, Fennel and Niblock voting for and <br />Commissioner Casper voting against, the Board approved the request to waive the <br />hiring freeze for the Deputy Sheriff (Jail) (21-30-101-5) position. <br /> <br /> Commissioner 0ilo-Mills asked for information in the future regarding any <br />positions that are recommended to remain vacant and/or eliminated. <br /> <br />Request to Upgrade the Sheriff's Department Telephone System <br /> <br /> Sheriff Robert Canaday requested authorization to upgrade the telephone <br />system that serves the Cabarrus County Sheriff's Department, Jail and <br />Communications Division. The current system is a NEC 16/48 digital telephone <br />system with a maximum of 16 lines. Reasons for the upgrade included the <br />obsolescence of the existing equipment and the need for two additional lines to <br />put approximately 800 households in Cabarrus County on the enhanced 911 system. <br />Southern Bell andThe Concord Telephone Company have agreed to absorb equipment <br />and line costs necessary for the system upgrade. The cost for the upgrade will <br />increase the monthly telephone lease by $472.00 per month or $5,664.00 per year. <br /> <br /> Commissioner Casper advised Sheriff Canaday of the availability of spare <br />parts for the existing system in two warehouses in New York. <br /> <br /> <br />
