371 <br /> <br />transform the existing AFDC and Food Stamp programs into a work opportunities <br />program. It would establish a work first strategy with all able-bodied <br />recipients expected to return something of value to the community in exchange for <br />assistance received. In order to implement the proposed program, Mr. Cook <br />requested that the Board ask the Governor to secure specific Federal waivers and <br />seek the introduction of any necessary State enabling legislation. In addition, <br />he asked the Board to request the assistance of State and Federal legislators as <br />appropriate in facilitating this process. <br /> <br /> Chairman Barnhart requested that Mr. Cook and DSS staff prepare the <br />appropriate letters with documentation to request the necessary waivers and <br />authorization required to establish the program in Cabarrus County. This <br />correspondence will be signed by each Board member. <br /> <br /> Commissioner Casper suggested that the proposal also be submitted to the <br />Health and Human Services Steering Committee of the North Carolina Association <br />of County Commissioners. <br /> <br /> Mr. Hartsell briefly discussed possible State law limitations in regards <br />to the proposed workfare program. He suggested that the Board authorize the <br />introduction of appropriate enabling legislation that may be needed relative to <br />the proposed program. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board agreed to request the Governor to seek Federal <br />waivers required to implement the proposed workfare program in Cabarrus County, <br />to send the program proposal to the North Carolina Association of County <br />Commissioners, and to authorize the introduction of potential local or statewide <br />legislation which may be necessary for the establishment of the proposed program. <br /> <br />Request for Funding to Provide Rabies Vaccine Series/Boosters for Veterinarians <br />and Staff - Budget Amendment <br /> <br /> Dr. William F. Pilkington, Health Director, reviewed the written request <br />from Ms. Jan Bryant, Animal Control Supervisor, for funding in the amount of <br />$9,504.00 to provide rabies shots and boosters for veterinarians and staff as <br />well as for the State Wildlife Officer. He explained that funding had been <br />authorized several years ago for this purpose; however, only two or three doses <br />were administered at that time. Dr. Pilkington supported the current funding <br />request, stating veterinarians are handling a lot of animals at this time due to <br />the rabies epidemic and are providing vaccinations at cost at the special clinics <br />in the county. <br /> <br /> There was lengthy discussion regarding the funding request. Commissioner <br />Olio-Mills objected to the use of County funding for this purpose, stating the <br />rabies clinics benefit the veterinarians and the veterinarians should be <br />responsible for protecting their employees. Commissioner Fennel concurred that <br />the clinics help the veterinarians to build clientele. Commissioner Casper <br />supported the funding request, stating that the veterinarians are providing the <br />rabies vaccines at cost at the special clinics and have been very cooperative <br />during the recent rabies epidemic. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel and Niblock and Chairman Barnhart voting for and <br />Commissioners Olio-Mills and Casper voting against, the Board agreed to provide <br />50 percent of the cost of the rabies series/boosters through a matching program <br />with the veterinarians. The budget amendment providing these matching funds was <br />as follows. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT: $4,752.00 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: To transfer funds to the health department's communicable <br /> disease budget for the purchase of rabies vaccine for veterinarians and <br /> their staff. <br /> <br /> <br />
