520 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board awarded the negotiated bid to the low bidder, <br />Delltnger of Monroe, N.C., at a total adjusted bid of $216,430.50 for the <br />Fishertownand Grey Bark Community Development Block Grant sewer and water line <br />project for the Fishertown and Grey Bark communities. <br /> <br />Presentation of Local Population Estimates - Mary O'Donnell <br /> <br /> Ms. Mary O'Donnell, Planning Technician, presented the semi-annual <br />population update for Cabarrus County. Using information based solely upon <br />building permit data, the estimated population of Gabarrus County on June 30, <br />1995 was 116,691. There were 821 new dwelling units added in the county during <br />the first six months of 1995. New home, commercial, industrial and miscellaneous <br />construction during this period of time totaled $79,015,673.00. <br /> <br />Proposal for Engineering Services <br /> <br /> Mr. Gerald Newton, Planning and Development Area Manager, reviewed the <br />proposal by W. Earl Cochran & Son, Inc. to provide engineering services. Changes <br />from the previous contract included an increase in the engineer's rate from <br />$50.00 to $60.00 per hour, an increase in the secretary's rate from $17.50 to <br />$20.00 per hour, and an increase in travel from 20.5 cents per mile to 25 cents <br />per mile. He recommended approval of the proposal. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the Proposal For Engineering Services for <br />Cabarrus County, dated August 1, 1995, by W. Earl Cochran & Son, Inc. The <br />proposal as approved is on file in the Office of the County Manager and included <br />by reference as a part of the minutes. <br /> <br />Request to "Unfreeze" $5,000.00 for Relocation of Health Department Files <br /> <br /> 'UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart and <br />unanimously carried, the Board agreed to "unfreeze" $5,000.00 for the relocation <br />of files at the Public Health Department. <br /> <br />Muddy Creek Wastewater Treatment Plant - Operation of Plant <br /> <br /> Mr. John Murdock, Executive Director of the Water and Sewer Authority of <br />Cabarrus County, briefly reviewed the proposed agreement relative to the transfer <br />of and the operation and maintenance of the Muddy Creek Wastewater Treatment <br />Plant from the County to the Authority. <br /> <br /> Mr. Gerald Newton, Planning and Development Area Manager, reported that the <br />Muddy Creek Wastewater Treatment Plant is scheduled for completion on September <br />30, 1995. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board tabled consideration of the proposed "Agreement <br />for the Transfer of and the Operation and Maintenance of the Muddy Creek <br />Wastewater Treatment Plant" until the next meeting. <br /> <br />Muddy Creek Wastewater Treatment Plant - Acquisition of Additional Right-of-Way <br /> <br /> Mr. Hartsell reported that an additional right-of-way is needed to provide <br />permanent electrical service to the Muddy Creek plant. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board authorized the County Attorney to amend the <br />existing complaint on pending condemnation proceedings with Ba.Am. IV, Inc. (Mr. <br />Jim Flowe) and to obtain an additional 15 feet in width of right-of-way for 1,650 <br />feet with an initial deposit not to exceed $5,000.00. <br /> <br />Joint Resolution with Mecklenburg County <br /> <br /> Mr. Hartsell presented a proposed Joint Resolution by the Board of <br />Commissioners of Cabarrus and Mecklenburg Counties regarding the acquisition of <br /> <br /> <br />
