This
monitoring is necessary since bis (2-ethylhexal) phthalate was detected at the
landfill during the initial assessment monitoring sampling. At the request of
Board members, Mr. Wiseman agreed to provide additional information to the Board
regarding the toxicity and any possible health effects of the contaminant.

UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and
unanimously carried, the Board approved Amendment No. 11 to the Agreement for
Engineering Services made on February 4, 1991 between Cabarrus County and Camp
Dresser & McKee for professional services related to the Cabarrus County Solid
Waste Program. The Amendment provides for additional assessment monitoring
sampling for Units 2 and 3 at a total cost of $45,500.00. The following tasks
are to be completed as part of the assessment monitoring program: (1)
Groundwater Sample Collection; (2) Statistical Analysis; and (3) Letter Report.
