UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, nominations were closed and the following appointments made to <br />the Nursing Home Community Advisory Committee: Dr. Oren Hill and Ms. Mae Block <br />reappointed for terms of three years ending December 31, 1996; and Ms. Marie Pless <br />and Mr. Dale Goodrich appointed for initial terms of one year ending December 31, <br />1994. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the meeting of <br />the Water and Sewer District. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />Parks and Recreation Department Facility Needs <br /> <br /> The Board resumed its earlier discussion of the various options to meet the <br />facility needs of the Recreation Department. <br /> <br /> Commissioner Carpenter made a motion, seconded by Commissioner Casper, to move <br />the'Parks and Recreation Department to the Old Courthouse Theater if the rental costs <br />are within reason and below other areas on rental space, to sign a one-year lease for <br />the facility, and to work with the City of Concord and the City of Kannapolis on the <br />possible merger of the parks and recreation departments. Motion failed with <br />Commissioners Carpenter and Casper voting for and Commissioners Payne and Fennel and <br />Chairman Barnhart voting against. <br /> <br /> Motion by Commissioner Fennel, seconded by Chairman Barnhart, to proceed with <br />the Clara Harris option failed with Commissioner Fennel and Chairman Barnhart voting <br />for and Commissioners Casper, Carpenter and Payne voting against. <br /> <br /> The motion by Commissioner Fennel to give the County Manager and the Chairman <br />the discretion to move the Parks and Recreation Department facility to either the <br />Clara Harris property or to the Old Courthouse Theater for a three-year period of time <br />based on the option that would be most economical to the County died for lack of a <br />second. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter with <br />Commissioners Casper, Carpenter and Payne voting for and Commissioner Fennel and <br />Chairman Barnhart voting against, the Board reiterated its direction to the County <br />Manager to negotiate the cost of leasing space from the Old Courthouse Theater and <br />to bring this information back to the Board at its next meeting. The Board further <br />asked for information regarding the payback for the purchase/construction of a <br />facility as compared to the rental of a facility over a period of several years. <br /> <br />Trip to View Baseball Stadiums <br /> <br /> Commissioners Carpenter and Fennel indicated they would be traveling with the <br />Rowan County Board of Commissioners and Kannapolis City Council to view baseball <br />stadiums on January 6. <br /> <br />Meeting to Discuss Economic Development Corporation <br /> <br /> Chairman Barnhart, Commissioner Fennel and Mr. Witherspoon agreed to meet at <br />6:30 P.M. on Tuesday, January 4, to discuss the Economic Development Corporation and <br />proposed marketing organization for the county. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Barnhart opened the meeting for public comments at 5:50 P.M. <br /> <br /> Mr. Roland Jordan invited the Board members to participate in the Martin Luther <br />King Day parade on Saturday, January 15 at 11:00 P.M. in Kannapolis. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart closed <br />that portion of the meeting. <br /> <br /> <br />
