UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and unanimously carried, nominations were closed and the following appointments made to the Nursing Home Community Advisory Committee: Dr. Oren Hill and Ms. Mae Block reappointed for terms of three years ending December 31, 1996; and Ms. Marie Pless and Mr. Dale Goodrich appointed for initial terms of one year ending December 31, 1994. Water and Sewer District Meeting Chairman Barnhart recessed the meeting until the conclusion of the meeting of the Water and Sewer District. Chairman Barnhart reconvened the meeting of the Board of Commissioners. Parks and Recreation Department Facility Needs The Board resumed its earlier discussion of the various options to meet the facility needs of the Recreation Department. Commissioner Carpenter made a motion, seconded by Commissioner Casper, to move the'Parks and Recreation Department to the Old Courthouse Theater if the rental costs are within reason and below other areas on rental space, to sign a one-year lease for the facility, and to work with the City of Concord and the City of Kannapolis on the possible merger of the parks and recreation departments. Motion failed with Commissioners Carpenter and Casper voting for and Commissioners Payne and Fennel and Chairman Barnhart voting against. Motion by Commissioner Fennel, seconded by Chairman Barnhart, to proceed with the Clara Harris option failed with Commissioner Fennel and Chairman Barnhart voting for and Commissioners Casper, Carpenter and Payne voting against. The motion by Commissioner Fennel to give the County Manager and the Chairman the discretion to move the Parks and Recreation Department facility to either the Clara Harris property or to the Old Courthouse Theater for a three-year period of time based on the option that would be most economical to the County died for lack of a second. UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter with Commissioners Casper, Carpenter and Payne voting for and Commissioner Fennel and Chairman Barnhart voting against, the Board reiterated its direction to the County Manager to negotiate the cost of leasing space from the Old Courthouse Theater and to bring this information back to the Board at its next meeting. The Board further asked for information regarding the payback for the purchase/construction of a facility as compared to the rental of a facility over a period of several years. Trip to View Baseball Stadiums Commissioners Carpenter and Fennel indicated they would be traveling with the Rowan County Board of Commissioners and Kannapolis City Council to view baseball stadiums on January 6. Meeting to Discuss Economic Development Corporation Chairman Barnhart, Commissioner Fennel and Mr. Witherspoon agreed to meet at 6:30 P.M. on Tuesday, January 4, to discuss the Economic Development Corporation and proposed marketing organization for the county. INFORMAL PUBLIC COMMENTS Chairman Barnhart opened the meeting for public comments at 5:50 P.M. Mr. Roland Jordan invited the Board members to participate in the Martin Luther King Day parade on Saturday, January 15 at 11:00 P.M. in Kannapolis. There was no one else present to address the Board, and Chairman Barnhart closed that portion of the meeting.
