Bonds, Clerk to the Board <br /> <br />1994 Community Development Application - Public Hearing - 7:00 P,M. <br /> <br /> Mr. Bob Stark, Consultant, presented the following proposed 1994 Community <br />Development Block Grant (CDBG) application to fund a project for the Fishertown <br />Community. The project would include sewer service, housing rehabilitation, and <br />lead base abatement work in a project area of approximately 50+ homes. <br /> <br />C-1 Sewer $108,150 <br />C-1 Housing Rehab $290,000 <br />C-1 Admin. $ 55,000 <br />L-1 Water $ 70,000 <br />Total CDBG B $523,150 <br />County Share - $250,000 <br />Lead Base Paint - $225,000 <br />TOTAL $998,150 <br /> <br />In addition, Mr. Stark reported that the Department of Aging Weatherization <br />Program had committed $20,000.00 to the project. Also, he stated that Habitat <br />for Humanity is considering a $50,000.00 contribution which will most likely be <br />in the form of labor. This would increase the total project to $1,068,150.00 <br />with $523,150.00 in CDBG funds. <br /> <br /> At 8:00 P.M., Chairman Barnhart opened the public hearing concerning the <br />proposed 1994 CDBG grant application and asked if anyone were present who wished <br />to address the Board regarding the proposed application. <br /> <br /> Ms. Corrine Cannon of Charlie Walker Road asked for assistance for the <br />FishertownCommunity as well as the adjoining Princeton Park Community. Stating <br />that most of the home owners in the area are senior citizens, she complained of <br />raw sewage in the yards and ditches as well as the smell and germs created by <br />this sewage. <br /> <br /> Ms. Florence Potter of the Midland Community asked for assistance for the <br />area of Graybark Road and Troutman Road. She stressed the need for water in that <br />area and questioned the availability of any other grants to assist those <br />residents. <br /> <br /> Mr. Stark reported that he is working with residents of the Graybark Road <br />area to prequalify them for assistance through the Farmers Home Administration. <br />He also pointed out that the Local Option funds, Lol Water, could be used to <br />provide water in the Graybark Road area. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Co~,issioner Casper with <br />Commissioners Payne, Casper and Carpenter and Chairman Barnhart voting for, the <br />Board authorized Mr. Bob Stark to apply for the proposed Community Development <br />Block Grant for the Fishertown Community and agreed to commit $250,000.00 in <br />County funding for the 1994-96 budget years with one half, or $125,000.00, to be <br />provided in each of the fiscal years 1994-95 and 1995-96. <br /> <br /> Board members agreed by consensus to use the local option funds to provide <br />water in the Graybark Road area. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Barnhart with <br />Commissioners Carpenter, Gasper and Payne and Chairman Barnhart voting for, the <br />Board authorized Chairman Barnhart to sign all appropriate documents for the 1994 <br />Community Development Block Grant application for the Fishertown Community <br />project. <br /> <br />Closeout of Community Development Block Grant Projects <br /> A.
