89 <br /> <br /> Mr. Bob Stark presented the following information relative to the proposed <br />closeout of the '73 Gateway and Whitley Manufacturing Company Community <br />Development projects. <br /> <br />The '73 Gateway Project (91-C-8119) expended the $253,050.00 grant <br />in the following manner: <br /> <br />Housing Rehabilitation <br />Sewer (L-i) <br />Administration <br />Sewer (C-l) <br />Total CDBG funds expended <br />County Funds expended <br />CDBG % of total <br /> <br />$153,500.00 <br />32,500.00 <br />20,000.00 <br />Deobligated <br />$206,000.00 <br />$125,000.00 <br />62,2% <br /> <br />The Whitley Manufacturing Company project (92-E-0006) grant was used <br />to install an 8" water line approximately 22,000 LF to provide fire <br />protection to Whitley Manufacturing Company in Midland. <br /> <br />The CDBG cost for this line was <br />County Funds expended was <br />CDBG percentage of total was <br /> <br />$307,802.85 <br />$164,327.82 <br /> 65.2% <br /> <br /> At 8:25 P.M., Chairman Barnhart opened the public hearing regarding the <br />closeout of the '73 Gateway Project and asked if anyone were present who wished <br />to address the Board. There was no one present who wished to speak, and Chairman <br />Barnhart closed the public hearing. <br /> <br /> At 8:26 P.M., Chairman Barnhart opened the public hearing regarding the <br />closeout of the Whitley Manufacturing Company project and asked if anyone were <br />present who wished to speak regarding the project. There was no one present to <br />address the Board, and Chairman Barnhart closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter with <br />Commissioners Payne, Carpenter, and Casper and Chairman Barnhart voting for, the <br />Board moved that the following Community Development Block Grant projects be <br />closed: '73 Gateway (91-C-8119) and Whitley Manufacturing Company (92-E-0006). <br /> <br /> Mr. Stark pointed out that the low bids received for the Whitley project <br />had allowed the transfer of approximately $80,000.00 to the Howell Center <br />Project. This reduced the grant amount to $324,000.00, but the County's share <br />was not reduced. He stated that discussions are continuing regarding the <br />percentage paid by the County and State; however, no additional funds will be <br />spent on the project. <br /> <br />Proposed 1994-1995 Secondary Road Programs for Cabarrus County <br />Presentation - Mr, J. A. Hough, District Engineer - 7:30 P.M. <br /> <br />Preliminary <br /> <br /> Mr. J. A. Hough, District Engineer, presented the two proposed 1994-1995 <br />Secondary Road Programs for Cabarrus County. Funds available for each program <br />were estimated at $675,687.00 with Program I including a 20 percent retainage, <br />or $135,137.00, for maintenance. Program 2 did not show the retainage but <br />included the paving of all roads contained in Program I, plus two additional <br />roads. Mr. Hough explained that both programs are being presented for approval <br />because the Department of Transportation will not know which program is to be <br />used until the General Assembly completes work on the budget. Roads included in <br />the programs were as follows: Rural - Dr. Floyd Road, Stirewalt Road, Alexander <br />Road, Tilley Road Extension, and Pembrook Road (Program 2); Subdivision - <br />Pleasant Drive/Wheeler Road/Swaringen Drive, Family Drive, Lazy Ridge Road, and <br />Holt Kay Road (Program 2). <br /> <br /> In response to questions by Commissioner Carpenter, Mr. Hough reported that <br />Riding Trail Lane is Paving Priority 25 and Circle Drive is Paving Priority 23. <br />He also briefly explained the Property Owners Participation Program and stated <br />that anyone interested in the program should contact his office. <br /> <br /> The proposed 1994-1995 Secondary Roads Programs will be formally presented <br />to the Board for approval on Monday, May 2, at 4:30 P.M. <br /> <br /> <br />
