That the funds received pursuant to G.S. 136-44.27 will be <br /> used to provide additional transportation services for the <br /> elderly and disabled, exceeding the quantity of trips provided <br /> prior to the receipt of these funds. <br />2. That the funds received pursuant to G.S. 136-44.27 will not be <br /> used to supplant existing Federal, State or local funds <br /> designated to provide elderly and handicapped transportation <br /> services in the county. <br />3. That the funds received pursuant to G.S. 136-44.27 will be <br /> used in a manner consistent with the local Transportation <br /> Development Plan approved by the North Carolina Department of <br /> Transportation and the Board of Commissioners. <br />4. It is understood that all semiannual allocations to the County <br /> pursuant to G.S. 136-44.27 subsequent to the first allocation <br /> will be made following the receipt of the progress report for <br /> the preceding six months by the North Carolina Department of <br /> Transportation, Public Transportation and Rail Division. <br />5. That any interest earned on these funds will be expended in <br /> accordance with G.S. 136-44.27. <br />6. That the funds received pursuant to Section 220 of House Bill <br /> 83 will be used to provide additional transportation services <br /> for Medicaid eligible pregnant women and children (ages 0-19), <br /> and will be used to satisfy the maintenance of effort <br /> requirement which means the county will increase <br /> transportation services above the level in fiscal year 1989- <br /> 90. <br />7. That the funds received pursuant to Section 220 of House Bill <br /> 83 will not supplant existing Federal, State or local funds <br /> designated to provide transportation services for Medicaid <br /> eligible pregnant women and children in the county. <br />8. That the funds received pursuant to Section 220 of House Bill <br /> 83 will be used in a manner consistent with the local <br /> Transportation Development Plan approved by the NC Department <br /> of Transportation and the Board of Commissioners. <br />9. Witherspoon <br /> County Manager/Administrator <br /> <br />Schedule of Values, Standards and Rules for 1995 Revaluation - Public Hearing <br />5:00 P.M. <br /> <br /> At 5:00 P.M., Chairman Barnhart stated that this was the date and time for <br />a public hearing to consider the proposed schedules of values, standards and <br />rules for the 1995 revaluation and asked if anyone were present who wished to <br />speak regarding the proposed schedules. There was no one present to address the <br />Board, and Chairman Barnhart closed the public hearing. <br /> <br /> The proposed schedules will be considered for adoption by the Board at the <br />next meeting on July 18, 1994. <br /> <br />Standard Operation Procedures for Cabarrus County Animal Control <br /> <br /> Ms~ Jan Bryant, Animal Control Supervisor, presented the proposed Standard <br />Operation Procedures for Cabarrus County Animal Control as approved by the Board <br />of Health on April 21, 1994. The policy provided guidelines in the use of rifle <br />and shotgun when putting to death animals in an attempt to seize and permitted <br />the officers to carry a tranquilizer sidearm. <br /> <br /> There was lengthy discussion regarding the use of firearms by the animal <br />control officers, including the need for firearms, increased liability to the <br />County, training of officers, and safety concerns. It was noted during discussion <br />that funding for the purchase of firearms had not been included in the FY 1995 <br />Cabarrus County Budget. <br /> <br /> <br />
