218 <br /> <br />I wish to make public my support of the Resolution supporting the <br />additional local option sales tax. However, in light of our need to <br />always represent fairly and accurately the citizens of Cabarrus <br />County, we should add a clause which would allow the taxpayer to <br />control the implementation of this tax. Therefore, I suggest that <br />the following be added at the conclusion of the first resolution <br />clause: <br /> <br />..... subject to renewal by a vote of the people each four (4) <br />years; ... <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Carpenter and. <br />unanimously carried, the Board adopted the following resolution as amended. <br /> <br /> RESOLUTION REQUESTING <br />THE NORTH CAROLINA ASSOCIATION OF COUNTY <br />COMMISSIONERS SEEK AUTHORITY FOR COUNTIES <br /> TO ENACT <br /> ADDITIONAL LOCAL OPTION SALES TAX <br /> <br />WHEREAS, the Cabarrus County and Kannapolis Boards of Education <br /> and the North Carolina Department of Public Instruction <br /> have identified many capital needs in the two school <br /> districts; and <br />WHEREAS, the Cabarrus County and Kannapolis Boards of Education <br /> and the Cabarrus County Board of Commissioners are <br /> developing a plan for addressing capital needs of the <br /> schools; and <br />WHEREAS, many Cabarrus County citizens have stated their <br /> opposition to increased property taxes but favor an <br /> additional local option sales tax for capital needs of <br /> education in Cabarrus County; and <br />WHEREAS, the Cabarrus County Board of Commissioners has voted <br /> unanimously to seek equitable alternative revenue <br /> sources to meet the pressing capital needs of education <br /> in Cabarrus County; and <br />WHEREAS, the one hundred counties of North Carolina appear to be <br />in need of additional revenue sources for capital needs <br />of education and other pressing financial needs; and <br />WHEREAS, an additional local option sales tax would help to <br /> provide funding for necessary capital needs of education <br /> in Cabarrus County and other major capital needs <br /> throughout the State of North Carolina. <br /> THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby propose that the North Carolina <br />Association of County Commissioners seek from the North Carolina <br />General Assembly, authority for counties to enact an additional <br />local option sales tax for a specified major capital need, including <br />a sunset clause and subject to a vote of the people; and <br /> BE IT FURTHER RESOLVED that each board of county commissioners <br />throughout North Carolina is hereby encouraged to provide strong <br />leadership and support for this endeavor. <br /> Adopted this the 19th day of September, 1994. <br /> /s/ Jeffrey L. Barnhart, Chairman <br /> Cabarrus County Board of Commissioners <br /> <br />Water and Sewer District Meetin~ <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the Water <br />and Sewer District meeting. <br /> <br /> Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br />Update on Coddle Creek Reservoir Project <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., reported that he is <br />awaiting site plans from Plantation Pipeline for the relocation of the pipeline. <br />Construction should begin this year but the completion schedule is uncertain. <br /> <br /> <br />
