243 <br /> <br />WHEREAS, Last year in North Carolina, over 76,000 children were <br /> reported abused or neglected; and <br />WHEREAS, In Cabarrus County Schools, blue ribbons will be worn by <br /> educators in support of children and in recognition of <br /> this increasingly complex problem; and <br />WHEREAS, Child abuse is a problem that concerns us all. Children <br /> suffer physical and emotional trauma; society suffers <br /> also, with lives ruined and homes broken; and <br />WHEREAS, The unfortunate, harsh reality of child abuse is a fact <br /> that each of us must face and each must play a <br /> significant role in preventing. <br /> NOW, THEREFORE, I, Carolyn B. Carpenter, Chairman of the <br />Cabarrus County Board of Commissioners do hereby proclaim Monday, <br />April 5, 1993, as <br /> BLUE RIBBON FOR KIDS DAY <br />in Cabarrus County, and call this important day and month to the <br />attention of all citizens in Cabarrus County with the hope that all <br />will collectively work to combat the problem of child abuse. <br /> This the 23rd day of March, 1993. <br /> <br />/s/ Carolyn B. Carpenter, Chairman <br /> <br />Proclamation - County Government Week <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, county government is one of the oldest forms of local <br /> government in the United States; and <br />WHEREAS, over the last century, the responsibilities of county <br /> government have grown tremendously, and today county <br /> governments employ more than 2 million people and spent <br /> more than $132 billion last year to provide services <br /> throughout the United States; and <br />WHEREAS, counties provide a variety of services and are on the <br /> front line of addressing many of the nation's most <br /> critical issues, including: environmental protection, <br /> indigent health care, child welfare, solid waste <br /> disposal, and public safety; and <br />WHEREAS, counties serve as a major partner in the public <br /> education system, contributing its share of funding to <br /> elementary-secondary schools as well as community <br /> colleges; and <br />WHEREAS, it is important that all Americans acknowledge the role <br /> of county government and its efforts to meet the needs <br /> of its citizens. <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby proclaim the week of April 17 -24, 1993 as <br /> CoUnty Government Week in Cabarrus County <br />and urges all citizens to be more involved in and aware of issues <br />affecting county government. <br /> <br />Adopted this the 5th day of April, 1993. <br /> /s/ Carolyn B.
