<br />CABARRUS COUNTY VOLUNTEER WEEK
<br /> PROCLAMATION
<br />
<br />WHEREAS, the citizen volunteer is one of the most valuable
<br /> resources of Gabarrus County; and
<br />WHEREAS, volunteering of one's time, talents and resources has
<br /> been and continues to be an important part of the
<br /> essence and tradition of Cabarrus County; and
<br />WHEREAS, each day, citizen volunteers provide a variety of
<br /> services, including spending time with a nursing home
<br /> resident, helping a child in school, protecting the
<br /> safety of our citizens as a member of a volunteer fire
<br /> department or rescue squad, or delivering a meal to a
<br /> homebound person; and
<br />WHEREAS, the volunteers in Cabarrus County thrive on helping
<br /> others to improve their quality of life; and
<br />WHEREAS, Governor James B. Hunt, Jr., has proclaimed April 18-24,
<br /> 1993 as "National Volunteer Week in North Carolina" to
<br /> honor the volunteers throughout the State.
<br /> NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board
<br />of Commissioners hereby proclaims the week of April 18 - 24, 1993 as
<br />"VOLUNTEER WEEK IN CABARRUS COUNTY" and urges the citizens of
<br />Cabarrus County to recognize this event and to participate by paying
<br />tribute to the dedicated people who volunteer their services to help
<br />others in Cabarrus County.

<br />Recognition of Soil & Water Conservation District Winners
<br />
<br /> The Board recognized the first place winners in the annual essay, poster,
<br />and speech contests sponsored by the Cabarrus Soil and Water Conservation
<br />District for students in private and public schools in Cabarrus County and
<br />Kannapolis. The following students were present for the meeting:
<br />
<br />Angel Denise Hartsell, Mt. Pleasant Middle School, 6th Grade Essay
<br />Contest, Title: "Soil & Water--Yours for Life"
<br />
<br />Elizabeth Burley, Mt. Pleasant Elementary School, 4th Grade Poster
<br />Contest, 2nd Place--Regional Contest, Title: "The Choice is Yours"
<br />
<br />Lindsay Ratcliff, Wolf Meadow Elementary School, 5th Grade Poster
<br />Contest, 1st Place--Regional Contest, Title: The World is Counting
<br />on You--Conserve Soil & Water"
<br />
<br />Mary Claire Hodges, Concord Middle School, 7th Grade Speech Contest,
<br />1st Place--Regional Contest, Title: "Soil & Water--Yours for Life"
<br />
<br />Lindy Dobbins, J. N. Fries Middle School, 8th Grade Speech Contest,
<br />1st Place--Regional Contest, Title: "Soil & Water--Yours for Life"
<br />
<br /> Mr. Dennis Testerman of the Soil and Water Conservation District
<br />complimented the students on their outstanding work both on the local and
<br />regional levels of competition. He also congratulated Holly Dement, who was the
<br />winner of the District's 6th Grade poster contest, but could not be present for
<br />the meeting.
<br />
<br />Community Development Block Grant - Public Hearing - 9:30 A.M.
<br />
<br /> Chairman Carpenter stated that this was the date and time for a public
<br />hearing to explain the Community Development Block Grant (CDBG) program.
<br />
<br /> Mr. Bob Stark, Consultant, reviewed the CDBG program, its application
<br />process, and eligible activities under the program. He explained that eligible
<br />activities included housing rehabilitation, water and sewer services, road
<br />improvements and drainage projects that principally benefit low- and moderate-
<br />income persons.
