274 <br /> <br />WHEREAS, <br /> <br />recognition is due these individuals who serve on behalf of all <br />Cabarrus County residents. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby proclaim the week of May 23 - 29, 1993 as <br /> CABARRUS COUNTY EMERGENCY MEDICAL SERVICES WEEK <br />so that we may express our appreciation to the many dedicated individuals who <br />provide emergency care to the citizens of Cabarrus County. <br /> <br />This the 3rd day of May, 1993. <br /> <br />/s/ Carolyn B, Carpenter <br /> Carolyn B. Carpenter, Chairman <br /> Board of Commissioners <br /> <br /> Mr. Aubrey Attkisson, EMS Director, presented an overview of the Health and <br />Safety Fair scheduled at the Fairgrounds on May 6, 7, and 8, 1993. He explained <br />that the Fair, which had been planned by EMS employees, was designed to show the <br />various types of pre-hospital emergency care available to the citizens of <br />Cabarrus County. <br /> <br />Road Name Change Setting a Public Hearing <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with <br />Commissioners Payne and Casper and Chairman Carpenter voting for, the Board set <br />a public hearing for 7:00 P.M. on May 17, 1993 to consider the naming of an <br />unnamed road to Sapp Dale Drive. <br /> <br />Fiscal Trends Study Commission Resolution <br /> <br /> Mr. Witherspoon reported that Dr. Bill McCoy of the Urban Institute and Mr. <br />Parks Helms, Chairman of the Mecklenburg County Board of Commissioners, had <br />invited local officials from the region to several meetings to discuss the <br />problems of funding local government responsibilities. As a result of these <br />meetings, the group had drafted the proposed resolution to request the North <br />Carolina General Assembly to reauthorize the Fiscal Trends Study Commission to <br />address these funding problems. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne and Casper and Chairman Carpenter voting for, the Board <br />adopted the following Resolution. <br /> <br /> CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br /> <br />RESOLUTION <br /> <br /> WHEREAS, the delineation of functions and responsibilities among cities, <br />counties, school districts, special districts, regional organizations and state <br />government is in many instances unclear and ambiguous; and <br /> WHEREAS, state and federal mandates and increasing demands for services are <br />placing increased fiscal responsibilities on local governments without providing <br />for increased financial support or revenue generating authority; and <br /> WHEREAS, local governments lack the authority needed to meet ever <br />increasing responsibilities and financial needs; and <br /> WHEREAS, the property tax is the primary revenue source available to local <br />governments but is not responsive to economic conditions and in many instances <br />places a disproportionate burden on persons least able to pay; and <br /> WHEREAS, the property tax is an inappropriate and in many cases inequitable <br />revenue source to provide for ever increasing demands and needs for services at <br />the local government level; and <br /> WHEREAS, the state has made no provision to provide local governments other <br />significant revenue sources that can be levied at the discretion of those <br />governments. <br /> NOW, THEREFORE, BE IT RESOLVED, that the North Carolina General Assembly <br />reauthorize the Fiscal Trends Study Commission for the purpose of reviewing the <br />form, functions and financing of local governments as well as the relationship <br />between and the respective responsibilities of state and local governments; <br /> <br /> <br />
