The Board agreed to discuss this proposal at the <br />September 20th meeting. A copy of the current policy for filling vacant <br />positions will be provided to the Board prior to that time. <br /> <br /> Mr. Witherspoon presented a proposal for water lines to be considered by <br />the Board at the meeting on September 20, 1993. <br /> <br />NEW BUSINESS <br /> <br />Alternatives for Meeting Department of Social Services and Recreation Facility <br />Needs <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board tabled the item relative to alternatives for <br />meeting Department of Social Services and Recreation facility needs until 6:30 <br />P.M. on September 20, 1993. <br /> <br />Recess of Meeting <br /> <br /> At 6:05 P.M., Chairman Carpenter recessed the meeting until 6:30 P.M. to <br />meet as the Water and Sewer District and to travel to Midland for continuation <br />of the regular meeting. <br /> <br /> Chairman Carpenter reconvened the meeting of the Board of Commissioners at <br />6:40 P.M. in Midland at the Masonic Lodge. <br /> <br /> Mr. James Martin, President of the Midland Community Association, led the <br />Pledge of Allegiance. <br /> <br />Proclamations <br /> <br /> The Board reviewed the Proclamations adopted earlier in the meeting at the <br />Governmental Center. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Proclamations: Minority <br />Enterprise Development Week in Cabarrus County and Memory Walk Day for <br />Alzheimers. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, America is a land of expanding economic opportunity in <br />which each and every person can play a part based on talent and <br />initiative; and, <br /> <br /> <br />
