Carpenter, Chairman <br /> Cabarrus County Board of Commissioners <br /> <br /> Commissioner Fennel gave a personal pledge of $100.00 for the Ireland trip <br />and encouraged others to do likewise. <br /> <br />Public Health - Adoption of Rate Schedules <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter and <br />unanimously carried, the Board approved the revised rate schedules and Medicaid <br />reimbursement rates for services provided by the Health Department retroactively <br />to July 1, 1993, for some services and September 1, 1993, for other services. The <br />following revised schedules and Medicaid reimbursement rates are on file in the <br />office of the County Manager and hereby included by reference as a part of the <br />minutes. <br /> <br />(1) <br /> <br />(3) <br />(4) <br /> <br />(5) <br /> <br />Approved Medicaid Services and Reimbursement Rates Effective <br />July 1, 1993 <br />Net Income Scales, August 9, 1993, Payment Programs of the <br />North Carolina Department of Environment, Health and Natural <br />Resources <br />Charge Schedule, July 1, 1993 <br />Cabarrus County Health Department, Miscellaneous Charges, <br />Effective September, 1993 <br />Fees for Health Department Physician Provided Services to <br />Health Department Patients, to be effective September 1, 1993. <br /> <br /> In regards to the Medicaid reimbursement for induced abortions, Dr. William <br />F. Pilkington, Health Director, pointed out that this rate would not apply as the <br />County Health Department does not perform the procedure. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Payne and <br />unanimoumly carried, the Board adopted a policy to approve the Health <br />Department's implementation of revised Medicaid rates and charges, whether up or <br />down, as soon as new rates are received from the Division of Medical Assistance <br />without seeking commissioners~ approval each time new rates are received. <br /> <br />Public Health - Request to Provide Human Rabies Vaccine to Local Veterinarians <br /> <br />and their Employees <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the purchase of Human Rabies vaccine at <br />a cost of $31.50 per dose to be provided to local veterinarians and their <br />employees. <br /> <br /> There was no estimate on the number of vaccines to be provided and the <br />total cost to the County. <br /> <br />Request for Delay in the Implementation of the Licensing of Dogs and Cats <br /> <br /> Mr. Witherspoon asked that the Board indefinitely delay the implementation <br />of the licensing of dogs and cats as required by the Animal Control Ordinance. <br />The implementation date had been scheduled for July 1; however, Mr. Witherspoon <br />explained that the County is not in a position to fulfill the licensing <br />requirements at this time. He reported that County staff members are currently <br />working on a plan to do the licensing in-house. <br /> <br /> <br />
