407 <br /> <br />That no wrecked or salvaged vehicles be stored on the <br />property. <br /> <br />The Certificate of Land Use Restriction is filed with the Register of Deeds and <br />hereby included by reference as a part of the minutes. <br /> <br />Petition 93-06. Whitley and Peebles, owners - Randolph Carrtker, <br />petitioner. Located off U.S. 601 South, Map/PIN 5554-18-2361 and <br />18-1294, 1.4 acres wish to rezone from ARR to O-I. The Planning and <br />Zoning Commission voted 5-3 to recommend approval of this petition. <br /> <br /> Dr. Randall presented the recommendation by the Planning and Zoning <br />Commission to approve the rezoning request. <br /> <br /> Mr. Marshall presented the staff analysis recommending approval of the <br />rezoning petition. He stated that Ms. Ruby Pigg, adjoining property owner, had <br />asked him to relate her opposition as in her opinion the rezoning would cause the <br />residential character of that area to deteriorate. <br /> <br /> Chairman Carpenter opened the public hearing for Petition 93-06 and asked <br />if anyone would like to speak either for or against the rezoning. <br /> <br /> Mr. Patrick Peebles, owner residing at 12360 Highway 601 South, and Mr. <br />Randolph Carriker, petitioner, spoke in support of the rezoning. They reviewed <br />Mr. Carriker's plans to open a Certified Public Accountant office on the <br />property. <br /> <br /> There was no one else present who wished to speak regarding Petition 93-06, <br />and Chairman Carpenter closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved Petition 93-06 by Whttley and Peebles, <br />owners, and Randolph Carriker, petitioner, to rezone 1.4 acres located off U.S. <br />601 South, Map/PIN 5554-18-2361 and 18-1294, from ARR to O-I. <br /> <br />Petition 93-07. James Kilgore, Sr., owner. Located off Webb Road <br />in Concord Business Park, Map/PIN 5529-67-4272, 1.8 acres, wish to <br />rezone from I-1 to I-2. The Planning and Zoning Commission voted 7 <br /> 1 to recommend denial of this petition. <br /> <br /> Dr. Nancy Randall reported that the petitioner had requested that the <br />application be tabled until the Board meeting on October 18, 1993. <br /> <br /> Chairman Carpenter asked if anyone were present who objected to the Board's <br />tabling of Petition 93-07 until October 18. There were no objections. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper and <br />unanimously carried, the Board tabled Petition 93-07 by James Kilgore, Sr., as <br />requested until October 18, 1993. <br /> <br /> Commissioner Casper asked to be excused from the meeting for a short period <br />of time. The Board voted to excuse her as requested. <br /> <br />North Central Area Plan <br /> <br /> Mr. Marshall presented the North Central Area Plan to the Board for review <br />and adoption. He reported that the North Central plan area is at the very <br />northern and central edge of the county directly east of and along the borders <br />of Concord and Kannapolis, and northwest of the Town of Mt. Pleasant. According <br />to Mr. Marshall, it is a sparsely developed and predominantly rural residential <br />and agricultural area. He also pointed out that both the County Landfill and <br />Sheriff's Department training facility are located in the North Central area. <br /> <br /> Commissioner Casper returned and was present for the remainder of the <br />meeting. <br /> <br /> <br />
