4O8 <br /> <br /> Chairman Carpenter opened the public hearing on the proposed North Central <br />Area Plan and asked if anyone were present who wished to speak regarding the <br />proposed Plan. There was no one present to address the Board, and Chairman <br />Carpenter closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the North Central Area Plan as submitted <br />by the Planning, Zoning, and Building Inspection Department. The Plan is on file <br />in the County Manager's Office and is hereby included by reference as a part of <br />the minutes. <br /> <br /> Mr. Marshall advised the Board that the adoption of the North Central Area <br />Plan completed all area plans for the county. The Board complimented the <br />Planning and Zoning staff and the Planning and Zoning Commission for their work <br />on these plans. <br /> <br />Recycling Proposal by Browning-Ferris Industries <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter and <br />unanimously carried, the Board agreed to add to the agenda a proposal by <br />Browning-Ferris Industries (BFI) to provide recycling services in Cabarrus <br />County. , <br /> <br /> Dr. Pilkington reported that officials of Container Corporation of Carolina <br />had indicated in writing their desire to terminate the recycling contract with <br />Gabarrus County. He briefly reviewed a proposal from BFI to assume the recycling <br />service at a cost to the County of $.97 per home per month until July 1, 1994, <br />at which time the cost would increase to $2.31. In addition, BFI proposed to <br />offer the recycling service to individuals at a cost of $2.06 per home per month. <br />The proposal also included a provision to extend the current three-year <br />residential franchise agreement with BFI for an additional 60 months. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart and <br />unanimously carried, the Board instructed Mr. John Witherspoon, County Manager, <br />and Dr. William F. Pilkington, Health Director, to negotiate with Browning-Ferris <br />Industries, Inc. (BFI) for recycling services with the recycling contract to <br />coincide with the current residential franchise with BFI. A proposal with <br />specific rate information is to be brought back to the Board on October 4, 1993. <br /> <br />Potential Waterline Extension on NC 24/27 Utilizing North Carolina Clean Water <br />Revolving Loan; and Upsizing the Sewer Line for the Howell Center Program to <br />Accept Additional Usage <br /> <br /> Mr. Gerald Newton, Director of.Planning, Zoning and Building Inspection, <br />presented an update on the Howell Center sewer project and the need for water <br />lines to serve the Howell Center and surrounding area. He explained that <br />property owners will not commit to the sewer project without knowing the <br />potential for water lines for the area. Also, Mr. Newton advised the Board of <br />a serious environmental problem that had been caused by RAM Leather Care (now <br />bankrupt) dumping solvents at their facility and contaminating the groundwater <br />in an area near the Howell Center. To continue efforts to fund the needed water <br />line extensions, he proposed that the Board consider the following: (1) Apply for <br />funding from the revolving loan program through the NC Department of Environment, <br />Health and Natural Resources; and (2) Request Commerce Finance Department to <br />transfer the County savings of $200,000.00 from the Whitley water project. Also, <br />in the event that water service is provided in the area, Mr. Newton proposed that <br />the Board obtain bids for upsizing the sewer system to accept the additional <br />usage. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the Board authorized Mr. Newton to seek bids for various <br />sized systems for the sewerage system for the Howell Center project in order to <br />obtain cost information for the upsizing of the lines. The Board further asked <br />that this information include how many people may tie into the force main upon <br />its completion. <br /> <br /> <br />
