Based upon <br />the information received, Mr. Witherspoon stated the County will proceed with <br />work to implement the animal control system. <br /> <br /> Mr. Ken 011o spoke in opposition to the licensing of dogs and cats. He <br />stated in his opinion the County is punishing the responsible pet owner by <br />charging a licensing fee. <br /> <br /> Motion was made by Commissioner Casper and seconded by Commissioner Payne <br />to move forward with the "Animal Control Licensing System" as presented to the <br />Board on November 1, 1993 with the first bills to go out in March, 1994 and the <br />system to be reassessed after 90 days of enforcement. <br /> <br /> There was again lengthy discussion relative to the merits of licensing dogs <br />and cats as well as alternate methods for implementing the licensing procedures. <br /> <br /> Commissioner Casper moved to call the question. The motion was seconded <br />by Commissioner Payne but failed to receive the two-thirds majority vote with <br />Commissioners Casper and Payne and Chairman Carpenter voting for and <br />Commissioners Barnhart and Fennel voting against. · <br /> <br /> A motion by Commissioner Fennel to amend the Animal Control Ordinance to <br />establish an identification fee for fertile dogs and cats at $12.00 and an <br />identification fee for sterile dogs and cats at $5.00 failed for lack of second. <br /> <br /> UPON MOTION Commissioner Casper, seconded by Commissioner Payne with <br />Commissioners Casper and Payne and Chairman Carpenter voting for and <br />Commissioners Fennel and Barnhart voting against, the Board voted to move forward <br />with the "Animal Control Licensing System" as presented to the Board on November <br />1, 1993 with the first bills to go out in March, 1994 and the system to be <br />reassessed after 90 days of enforcement. <br /> <br />Board of Commissioners' Facilitated Retreat <br /> <br /> There was brief discussion relative to a Board facilitated retreat and a <br />proposal to conduct the retreat by the Centralina Council of Governments staff. <br />No decision was made relative to a date for the retreat. <br /> <br /> <br />
