J. A. & Patti Fisher, owner and Brian F.S. Wickens, <br />petitioner. PIN 5610-18-6865 & 18-7864. Poplar Tent Road near Rock <br />Hill Church Road. Wish to rezone from R-30 to C-3 Special Use. <br /> <br />The Planning and Zoning Commission voted 8-0 to approve this <br />rezoning request. <br /> <br /> Dr. Nancy Randall, Chairman of the Cabarrus County Planning and Zoning <br />Commission, presented the rezoning petition as approved by the Commission. <br /> <br /> Mr. Jonathan Marshall, Planning staff member, presented the staff analysis <br />and reviewed the development concept plan for the property. He listed the <br />followingconditions which had been included the Planning and Zoning Commission's <br />approval of Petition 93-10: (1) the automobile repair garage will be limited to <br />automobile, vans, and light trucks repair (no heavy trucks); (2) the natural <br />vegetative screening will be provided from 50 feet on the east side of the <br />property from the right-of-way 50 feet back and from that point the six-foot <br />wooden fence shown on the drawing submitted with the petition, is equal to the <br />back of the asphalt paving; and (3) there will be no Sunday operation of the <br />business until after 1:00 P.M. He stated that the petitioner had agreed to these <br />conditions. <br /> <br /> Chairman Carpenter stated this was the date and time scheduled for a public <br />hearing for Petition 93-10 and asked if anyone were present who wished to speak <br />for or against the requested rezoning. <br /> <br /> Mr. Hartsell and Mrs. Bonds affirmed Mr. Robert Scott and Mr. Brian Wickens <br />who indicated they wished to speak during the public hearing. <br /> <br /> Mr. Robert Scott, representing Rock HillAME Zion Church, reported that the <br />members of the church do not anticipate any problems with noise from the garage. <br />He did request that Poplar Tent Road be widened and a stop light placed at the <br />intersection with Rock Hill Church Road. <br /> <br /> Mr. Brian Wickens, petitioner, spoke in support of the rezoning to allow <br />the construction of an automobile repair garage on the property. He indicated <br />that all repairs to the vehicles would be made inside the facility. <br /> <br /> Upon questioning by Mr. Hartsell, Mr. Wickens stated that he understood and <br />agreed to the conditions as approved by the Planning and Zoning Commission. <br /> <br /> <br />
