488 <br /> <br />to be preserved. For areas requiring more than one transect, these <br />will be spaced approximately 100 meters apart and will span the <br />width of the preserve area. Parameters recorded will include species <br />of trees, number of individuals of each species, and the diameter at <br />breast height (dbh) of each tree within 5 meters of each side of the <br />transect. Other vegetative cover, including shrubs and herbs, along <br />with the distribution and approximate percent cover of each, will be <br />qualitatively assessed within the transect corridor. <br /> <br />Wildlife observations will be made while the vegetation monitoring <br />is being done. A written record will be made of mammal, bird, <br />reptile and amphibian species which are observed or for which calls, <br />scat or tracks are confirmed. <br /> <br />1.6.3.1.4. Fish Monitoring. Changes in populations of mosquito - <br />eating fishes such as Gambusia affinis holbrooki, Fundulus spp. and <br />Notropis spp., will be monitored to evaluate the success of <br />biological pest control in this system. This information will be <br />included in Event Reports and Annual Reports for each year, and <br />copies of these monitoring reports will be submitted to the Division <br />of Environmental Health (Pest Management Section) upon request. <br />Methodology Fish populations will be assessed through use of <br />various standard collection techniques including dip nets', seines, <br />minnow traps, etc. The specific method(s) chosen will be based upon <br />a preliminary field review of collection sites and expected species. <br />In every case, the same method(s) will be used for all species and <br />for every sampling event to reduce the variability between <br />populations and events. <br /> <br />Individuals of the various fish species will be collected and <br />preserved and returned to the office for identification to species. <br />Total numbers and weight of individuals will be recorded, along with <br />notations on field conditions and any coincidental water quality <br />data which may be available for the day of collection. <br /> <br />Information on the populations of the fish species will be included <br />in the Event Reports and Annual Reports for each of the 7 years of <br />monitoring, and copies of these ~eports will be provided to DEH Pest <br />Management Section upon request. If, based upon any event or annual <br />report, it becomes apparent that mosquito populations are not <br />adequately being controlled through these specific biological means, <br />remedial measures will be recommended in the report(s). <br />1.6.3.1.5. Coincidental Water Quality. Monitoring of water quality <br />in the pool of the reservoir will be routinely performed as part of <br />reservoir operation. However, it is important to note that data <br />collected to assess compliance with state and federal drinking water <br />standards will also provide insight into the ecological processes <br />that occur in association with lake eutrophication. Evaluation of <br />such data as it becomes available will be conducted as part of the <br />monitoring of the mitigation areas. Data from such sampling will be <br />reviewed and pertinent components included in the Mitigation <br />Monitoring Reports. <br />1.6.3.1.6. Reports. An "event report" will be generated after each <br />monitoring event which will provide raw data collected for the <br />parameters described above, and limited analysis of the data. An <br />"annual report" will be generated at the end of each year of <br />monitoring (Years 1 through 7) which will provide a statistical <br />analysis of the raw data, a description of problems and solutions <br />associated with the mitigation areas, and a summary of other <br />pertinent data available (e.g. water quality in the reservoir, adult <br />mosquito population data, data gathered by NCSU, etc.). Annual <br />reports will be forwarded through the County to the N.C. Divisions <br />of Environmental Management and Environmental Health with the <br />calendar year's event reports attached. Annual reports will provide <br />detailed recommendations for remedial actions needed to ensure <br />project compliance with 404 permit conditions. <br />1.6.3.1.7. Review and Coordination. Limited time will be required <br />for administration during monitoring and to provide the County with <br />support during regulatory agency review of reports generated through <br /> <br /> <br />
